This reports supplements NPIC/R-223/63 Jelgava Fixed Field Site No 2 (Figure 1)
and R-189/64, 1/ 2/ which discuss the Jelgava is situated in a flat and wooded plot approx-
MRBM Complex, previously consisting of two imately 8 nautical miles (nm) northeast of
Type II launch areas, a Type IV launch area, Jelgava in the Ukrainian SSR. This field site
and a fixed field site. is not discernible on photography of

additional clearing at the site with four probable
ready tents or buildings.
25X1 D Launch Areas No 1, 2, and 3 were first ob-
served o The two
soft launch areas were complete at that time,
and the hard launch area (Type IV) was in an
25X1 Dearly stage of construction. Later photographic
coverage of-depicted the hard launch
area as complete. Launch Areas No 1, 2,
and 3 are located 10.2 nm southeast, 8.8
nm east-southeast, and 18 nm southeast, respec-
tively, of the Jelgava Fixed Field Site No 2.
Another field site (Jelgava 1) is situated 5.8
nm to the south.
Fixed Field Site No 2 (Figure 2) contains
four roughly rectangular clearings oriented on
a 230-degree azimuth, which is similar to that
of the two soft launch areas and the nearby
field site. A small clearing of indeterminable
function is seen midway between two of the
padlike clearings and possible vehicles are
seen in a widened area along the road pattern.
Four probable ready tents or buildings 105
by 25 feet are erected in a row just north of
the padlike clearings. Small objects are seen
on three of the four padlike clearings but no
missile transporters or personnel tent area are
visible.
The nearest rail-to-road transfer point is
located in the city of Jelgava, 7.8 nm to the
southwest. However, the rail-to-road transfer
point midway between Launch Areas No 1 and
2 is more likely used by the field sites as well.
