'T'his report is one in a series on Soviet Ground Force and logistic
installations being prepared for a DIA/CIA Panel. The series is being
coordinated, published and disseminated by NPIC. The photographic
analysis is being performed by the NPIC Photographic Analysis Group,
the CIA Photographic Intelligence Division (NPIC), and the Production
Center IPic (DIA). The photographic analysis for this particular re-
port was performed by the NPIC Photographic Analysis Group.
In the interest of uniformity, the titles and letter designators for
the facilities observed at these installations are identical with those
appearing in the project requirement. When a specific facility is not
observed both its title and letter designator are omitted in the report.
Titles and letter designators for the various facilities are as
follows: (A) railroad service, (B) road service, (C) landing strips,
(D) administrative and troop housing areas, (L) storage areas, (F) am-
munition storage areas, (G) P01. storage areas, (H) other buildings and
facilities, (J) equipment storage/maintenance areas, (K) athletic fields,
(L) small arms firing ranges, (M) driver training areas, (N) tank/
assault gun firing ranges, (P) flat trajectory firingranges, (Q) artillery
emplacements (batteries), (R) infantry or combined arms field train-
ing area or courses, (S) special training facilities, (T) unidentified
facilities or tracking activity.

Vitebsk Army Barracks East (Figure 1) is
located on the east edge of Vitebsk (55-12N
030-11E). No rail spurs enter the area. Urban
streets serve the installation. Other military
installations in the Vitebsk area include Vitebsk
Army Barracks Southwest (AL-3), located 5.5
kilometers (km) southwest and Vitebsk Army
Barracks West (AL-2), located 5kmwestnorth-
west.
The installation (Figures 2 and 3) covers
approximately 95 acres and contains one multi-
story administration building, one multistory
barracks/administrative building, three bar-
racks, eight storage buildings, 15 support build-
ings and three vehicle sheds.
The area was covered by -TALENT
photography and 12 KEYHOLE missions between
Comparative
analysis revealed a consistent level of light
activity during this period. No significant
changes were observed except for one small
storage building and one vehicle shed which were
first observed on - coverage.
This installation was previously reported
in Army DPIR-65-58 as a possible parachute
school. However, the small scale of KEYHOLE
photography precludes identification of facilities
to substantiate this function. Re-analysis based
on good quality KEYHOLE photography indicates
the building formerly identified as a parachute
drying and storage building to be a multistory
barracks/administrative building. The aircraft
mock-ups mentioned in the cited report are
not visible on the KEYHOLE photography.
Railroad Service
No rail spurs enter the area. Rail yards
and facilities are located in Vitebsk.
Road Service
Urban streets serve the installation.
Administrative and Troop Housing Area
Area D (Figure 3) has one cross-shaped
multistory administration building, one multi-
story barracks/administrative building, three
barracks, four small storage buildings, and two
support buildings.

observed on

Area E has three storage buildings.
Other Buildings
"there are eight small support buildings
scattered throughout the installation.
Equipment Storage/Maintenance Area
Area J has one 230- by 60-foot vehicle
shed which was first observed on -
coverage, one 160- by 50-foot vehicle shed,
one 130- by 50-foot vehicle shed, one small
storage building, and five small support
buildings.
Athletic Field
There is one four-court probable athletic
facility (K) located within the barracks area.
