The location at Mys (Cape) Kosa is 3 nautical miles (nm) east of Petro- pavlovsk Naval Base Tarya Bay II pavlovsk-Kamchatskiy, USSR (Figures 1 and 2). The triple-fenced storage area is situated on a hillside adjoining the main road and con- tains a long, narrow storage building adjacent to a cliff (Figure 3). The storage building, ap- proximately 225 by 30 feet, is accessible through a single entrance located at the north end.
