STATUS OF NORTH VIETNAM
SAM SITES
This report was prepared in response to
CIA requirement C-CI6-83,261, which requested
a study of North Vietnam SAM Sites to deter-
mine what material is used in their construction,
their accessibility, permanency, and current
status.
From a detailed study of available photog-
raphy of all SAM Sites in North Vietnam, it is
concluded that all revetments, and the base of
the revetment where the launcher is to be
positioned, are of earthen construction. Many
of the revetments analyzed have been construc-
ted by scraping up earth in the immediate area
of the site to form the walls, as is observed
at Hanoi SAM Site B21-2 in its construction
sequence between
(Figure 1).
As far as permanency is concerned, NPIC
considers SA-2 SAM sites with revetted posi-
tions to be permanent sites, whereas sites not
revetted are considered to be of a temporary
nature. Therefore, the sites in North Vietnam
are considered to be permanent and will be
carried as such until they have been returned
to cultivation or other normal state. It should
be noted, however, that the SA-2 SAM system
utilizes mobile equipment which past experience
has shown does not always require revetting.
The information contained in this report
has been gathered from various missions through
but not all sites were
covered that recently and the information does
not represent a conclusive statement as to the
presence of missile-associated equipment on
that date. All of the completed sites in North
Vietnam are capable of being occupied, and the
roads to all the sites are considered to be
adequate for the transportation of SA-2 equip-
ment.
Table 1 lists the 64 sites identified through
and summarizes available
information on each site.
