For a compre- hensive study of road development in this area prior to 1 April 1966 see NPIC R-110/66, Communist Road Net Development in the Laotian Panhandle (CONFIDENTIAL/ 25X1 C Items are numbered and arranged according to location from north to south. Annotated maps of varying scales have been included to assist the reader in locating the items. Each large-scale map depicts all motorable roads photo- graphically confirmed by NPIC, unless otherwise indicated. Railroad Construction, Thanh Hoa/Vinh Rail Line, North Vietnam A railroad by-pass is under construction around the damaged Thien .Link Dong Railroad Siding on the Thanh Hoa/Vinh Rail Line. The by-pass railbed extends east from the main line at UTM WG746804, then south to rejoin the main line at UTM WG745798. A rail spur under construc- tion extends east from the by-pass at UTM WG7468ol to the probable site of a water-to-rail transshipment point on the southeast bank of the Huang Giang (river) at UTM WG752802. Some ties, but no rails, have been laid on the by-pass and the spur (Figure 1). An additional rail spur in the early stage of construction extends northwest from the main line at UTM WG746808 to approximately UTM WG737813. Vehicular Cable Bridge Under Construction, Route 1A, North Vietnam A vehicular cable bridge is under construction at the destroyed Ha Tinh Highway Bridge West over the Song Chau Lam on 25X1A Route 1A at 18-21N 105-52E (UTN[WF92130L+). The ca le anchorages are uncovered and are probably inccmplete (Figure 2). A total of 27 vehicular and railroad cable bridges has been identified or confirmed by NPIC to date. 3. Probable Water-to-rail Transshipment Point, Vinh/Dong Hoi Rail Line, North Vietnam A rail spur extends northeast from the Vinh/Dong Hoi Rail Line at 18-l7N 105-38E (UTM WF680214) to a probable water-to-rail transshipment point at the confluence of the Rao No and the Ngan Sau'Giang (rivers) at UTM WF685218. Track activity extends from the end of the spur to the river.
