PREFACE
This report is a summary of selected inforMation on
transportation and infiltration activity in Southeast Asia,
primarily the Laotian Panhandle, as reported by NPIC
during the period indicated on the cover. For a compre-
hensive study of road development in this area prior to
1 April 1966 see NPIC R-110/66, Communist Road Net
Development in the Laotian Panhandle (CONFIDENTIAL/
No Foreign Dissem
Items are numbered and arranged according to location
from north to south. Annotated maps of varying scales
have been included to assist the reader in locating the items.
Each large-scale map depicts all motorable roads photo-
graphically confirmed by NPIC, unless otherwise indicated.
Missions, mission dates, frames, and NPIC cable and
briefing board references are listed after each item, as
appropriate.

L. Road Construction, Route 61, Laos
Routes 6/68/61, a single road between Samneua and Ban Ban, is in
disuse from 19-/1N 103-33E to 19-57N 103-4LE. Other segments of this
road show evidence of heavy vehicular activity (Figure 1). Road
construction, consisting of realignment at (Figure 2) and
25X1D clearing operations at (Figure 3), indicates a new attempt
to provide a serviceable road between these two towns.

2. Road Status, Northern Laotian Panhandle
The following road segments in the northern Laotian Panhandle are
serviceable and evidence recent vehicular use: Route 12 from 17-35N
105-30E to 17-34N 105-43E (Figure 5); Route 128 from 17-30N 105-25E to
17-35N 105-30E (Figure 6); Route 1201 from 17-36N 105-44E to 17-33N
105-44E; Route 1202 from 17-35N 105-45E to 17-28N 105-42E; Route 23
from 17-34N 105-43E to 17-33N 105-44E and from 17-28N 105-43E to 17-21N
105-43E; Route 911/91 from 17-21N 105-43E to 16-43N 106-10E (Figures 9
and 10); Route 9 from 16-41N 106-08E to 16-J43N 106-10E (Figure 10); and
Route 914 from 16-41N 106-08E to approximately 16-40N 106-10E. The Route
23 by-pass in the vicinity of Ban Pak Pha Nang utilizes a probable ferry
25xiDcrossing at (Figure 7) and a serviceable ford at
(Figure 8). Vehicles were observed on Route 911 on the nights
