Approved For Release 2000/04/17 : CIA-RDP78BO456OA006100010015-5 PAI-LUNG COMPLEX PAI-LUNG STORAGE INSTALLATION MAND BARRACKS AREA I PAI-LUNG NAVAL FACILITY Pai-lung is Communist China's closest port to North Vietnam which is capable of performing transshipment functions and providing limited support to naval units. Previously targeted as a port facility, Pai-lung has definite signatures indicating it is a naval subordinated installation. The Pai-lung complex contains 4 separate installations that are interconnected by road and appear to be inter-related -- a naval facility, a storage installation, a barracks complex, and a probable coastal observation post. The probable coastal observation post is located on a hilltop 0.4 nm SE and is comprised of 4 buildings and a watch tower. Transship- ment of material through this installation would be relatively simple, as adequate alongside berthing is available for coastal freighters or ocean-going lighters. However, cargo handling would be complicated by the narrow pier, lack of dockside cranes and storage, and restricted access to the berthing area. This installation appears to be capable of berthing combatants at least as large as.a DE (water depth permitting) and is probab- ly the operating base for a detachment size unit with PGM's. Support available would appear to be restricted to limited amounts of stores and a small refueling capability. This installation provides substantial storage capabilities through a diversity of storage structures which are widely dispersed. Facilities include 2 administration-type buildings, 22 storage buildings, 3 buildings under construction, 4 revetted buildings, and 11 support buildings. 25X1D The adjacent barracks area, which probably serves both the naval base and the storage complex, is comprised of 14 barracks/support buildings and 1 probable basketball court/exercise area.
