PROBABLE COMMAND AND CONTROL FACILITIES HANOI, NORTH VIETNAM
Four hardened probable command and control facilities have been
identified within the city of Hanoi on recent aerial photography. The
facilities differ in size and shape, but each is constructed of reinforced
concrete and is located in a congested area near the Presidential Palace
and Ministry of National Defense (Figure 1). Since limited communications
equipment is observed on these facilities, they are probably dependent
upon one or more of the numerous major communications facilities in the
Hanoi area for long range communications. Although the construction date
cannot be established with certainty, it appears that at least three of
the facilities were constructed within the past year and probably paral-
leled the construction of similar facilities in Haiphong.
One of these facilities, 0.7 nm SSE of the Presidential Palace, is a
cube-shaped reinforced concrete blockhouse with several probable telecom-
munication line terminals on the roof. Lines from several directions
originate or terminate at this location (Figure 2).
A second installation is located 0.5 nm south of the Presidential
Palace and is a rectangular, probably reinforced concrete structure.
Three masts supporting two dipole antennas are associated with the build-

civilian air raid shelters are located throughout the Hanoi area and
range from single-man foxholes to street shelters encompassing an entire
city block. All of the command and control installations exhibit several
of the following characteristics which readily distinguish them from these
civilian facilities: massive reinforced concrete construction; a concrete
substructure; the presence of communications equipment (even though lim-
ited); and proximity to a governmental complex.
