Approved For Release 01/07/30: CIA-RDP78BO4747A000100030-1 28 July 1961 Declass Review, NIMA/DoD MWRAN1JM FOR: Chief, Tsachnical Plans and Dsvelopsaant Staff SUBJECT: Trip Report to the West Coast - 17 - 21 July 1961 25X1A 25X1A California, During the to visit period covered b this ort, I traveled 25X1A and to review with these c and OM the s M of existing rtirt,?~... d is Los cpntr-- Los Angeles, California. We have two meat of an ----'~. Im +"? first contract is the develop- Quality Quality Meter. In Its original conception, this device vas teryded to view a piece of aerially exposed or other exposed film. and the readout on three selected dials would yield acutance, granularity, and resolution as found within the image area. It wee a noble idea but, as we have gotten into the project, we also learned more about the nature of immps so we have begun to learn that what seems so bright and hopeful in the early stages is now, in a technical sense, an impossibility. This device can however, give us relative information on each of these iMMee characteristics and in that format it gill be an addition to our laboratory. The mechanism is caVlete except for same final tuning and deb, igging. 25X1A suggests, at a cost of an additional bark order to cover the instal- lation of two control of" an The first of these is a selective sensitive trigger mechanism in the resolution counter. Such a mechanism would Permit the operator to control the sensitivity of the device so it would note whether it was dealing with high-contrast resolutions or low- contrast resolutions, Second suggestion: modification would cover the installation of a variable sensitivity noise filter. Since one of the pro- blem most seriously affecting high resolution measurements is the noise level in film, it is desirable to be able to adjust the sensitivity of the resolution counter so that we could filter random noise characteristics 25X1A and this is the device vhiich now proposes to be added. The ss#chanism on its delivery, PUrticularly if we go for the suggested iw, ifi- cations, vill be a useful instrument. It vili, however, require a highly drilled technician to be used.. It will also require a highly skilled tech- niciaII to evaluate the results derived from it. As of this moment. the Vz%veal for the additional nark is p ,ng. Delivery date without that work 'viii be sometime around the first of September. Delivery date; if we under- take work, will be saes ere aroind late October. The second act with covers development of an tllctzan.ic 1=410 t mad !~ ism.
