Attention:
subject:
Gentlemen:
Contract No.
During a discussion on July 20, 1061 with your technical personnel
concerning the above subject contract, it becar:e apparent that the
requ.reme t for the 2:1 Reduction Lena as contract bas been pro ect!
forward to a future planning period. Because of this projection, at
was agreed that further effort relative to delivery of hardware would
be discontinued and that all additional activity would be directed toward
docunx entation of design accompliehraemis ir, such form as to insure
their maximum valise and utility to the government.
're enable this contractor to perform in aceordanee with the modified
objectives, it will be nse:eea y to re-de i^ s the seep: of the subject
extract to exclude harderar: and to regatre the fel owing acrign date.

(a) Eng..necring sketchea will be converted to stari arc1
manufactur!ng drawings from which any gtzalif-.ed optical
producer should be able to produce a 16 F/2.0 2s l

the i ul) c,ct contract.
(b) i he tole rance analysis that we propose to supply w ill
assume the form of a table of coefficients which w ill
serve as a basis for eAtablishing fabrication techniques
compat a4e-- w th inherent probable errors In rraanufacture,
fabrication and assembly . gecondit. ?:ly, it will serve to
establish tolerances relative to raw glass anc glans
fabrication.
The rnrtlii_~?: drawings for hardware will reflect considera-
tions airned toward insuring the most advantageous align-
ment techniques and rraudinum utilization of the nodular
concept which the optical design offers.
(i) The film-aperture-contrast study which this contractor
is preseatty nai?kng w ill be espanded to provide for complete
analysis of the 2:1 Reduction Lens. It will dever?ibe the
function of resolidion with respect to "f" number utilizing
variable contrast targets.
(e) The final Yngtneeerieg t sport will include a historical
treatment of the *Mire program. Also. it will describe
the capabilities of the design in its present 2:1 form, as
well as the potential It olKsrs to satisfy additional applications
with sir.,ple scaling effort.
All of the above effort will be required prior to preeintiag a leas and expend-
iture of this effort, while the data is fresh can be accomplished at a very
small fraction of the cost which will be required in the future.

b. Tmage Quality Meter. A major problem area, exists with this item
in that no quantitative standards have ever been established
for film resolution or aciuitance. I believe this should be an
item of extreme interest to 'MS, but no interest has been
generated at the working level. Without s,_ich standards, the
machine calibration will be arbitrary and of prime benefit on
only a comparative basis. I suggest a higher level approach
to 'AS to instill interest at the top echelon, the results of
which should then be reflected on a practical basis. II
