REQUESTED Declass Review by NIMA/DOD Approved For Release 2001/05/11 : CIA-RDP78604747A001200060001-2 STATOTHR STATOTHR STATOTHR STATOTHR Approved For Release 2001/05/11 : CIA-RDP78604747A001200060001-2 30 October 1964 Attention: Contracting Officer Subject: Gentlemen: The above subject contract dated 19 May 1964 calls for one each Variscan Mark II to be delivered on or before September IS, 1964. Our Production Department has informed me that a delay in shipment has occured and the unit is now scheduled for ship- ment from on December 6, 1964. The cause for this delay has been the changes and modifications we have made to the Variscan,to improve and increase its quality. The areas of vibration isolation and improvements in the illumin- ation and projection lens systems required the majority of the new materials and machining time. Our production schedule is now quite firmand we do not antici pate any further delays. The EPIC has contracted with for a Variscan Rear Projection Film Viewer for evaluation purposes. Since the contract was negotiated, M has offered a variable speed film traversing (across the width of the film) option at an increased cost of if installed prior to delivery. 2. The fixed traversing speed of the Richardson Viewers has always been considered an equipment limitation by the operating personnel. On the Variscan the problem will be even more pronounced with a fixed speed than the Richardson Viewers since the Variscan has a greater magnification range. 3. The Photo Analysis Group was consulted as to the desirability of having variable traversing speed and officially requested that it be incorporated in the equipment. 25X1A 4. It is, therefore, recommended that Contract with for a Variscan Mark II be modified to include a variable speed on both axes of film movement at an increased cost of bringing the total contract price up to 25X1A 25X1A Development Branch, P&DS Approved For Release 2001/05/11 :CIA-RIDP78604747A001200060001-2 CONFIDENTIAL 25X1A GROIJPI E.Oudedfoom down.rodd.cksion CONt, DENTAL Approved For Release 2001/05/11 : CIA-RDP78604747A001200060001-2 pAG/14-846-64 3 September 1964 MEMORANDUM FOR: Chief Plans and Development Staff, NPIC ATTENTION: 25X1A SUBJECT: Variscan Film Viewer 25X1A 25X1A Pursuant to discussions held between of Plans and Development Staff and of the Photographic Analysis Group (PAG concerning subject Film Viewer, PAG requests that a variable speed drive across width of film as well as length capability be added to the evaluation model to be procured by NPIC. 25X1A Colonel, Assistant for Photographic Analysis Group, NPIC 25X1A GROUP 1 4pproved For Release 2001/05/11 : CIA-RDP78604747A001200060001-2 I Excluded Iran automatic i; A Onnzratiing and 'Approved For. Picture 2 The Variscan control panel has a joystick for 2-axis image movement; image rotation control; pushbutton magnification changing from 3X to 30X; continuously variable intensity; and a clip-board writing area for notes and records. Picture 3 At the rear of the instrument, a variable-width film transport holds and drives films from 35mm to 9 1/2 inches in width. The lateral motion control carries the entire transport in the "across-the-film" direction. Picture 4 This multiple-exposure photograph shows the film transport and lateral stage rotating about the optical axis (vertical) to turn the image on the viewing screen. Picture 5 A 4-lens assembly switches in projection lenses for 3X, 6X, 12X and 30X viewing. The 12X lens is in position over the vacuum platen. Above it, in order, are 30X, 6X and 3X. Picture 6 In this time exposure, the 12X lens is swinging up and back as the 6X lens comes down into viewing position. Picture 7 In the base of the Variscan are the air-cooled lamp housing and con- denser elements-shown here set for 6X. A front-surface mirror (at right) directs light upward through the platen. Picture 8 When magnification is changed, the appropriate condenser elements slide into position in the light path. Here three intermediate lenses concentrate the light for 30X viewing. Picture 9 At 3X, the operator can view and scan an entire 9 1/2" x 9 1/2" frame of aerial film. Picture 10 The operator switches to 6X and centers an area of interest. The contractor has verbally informed me that he is being held up by vendor problems but hopes to be able to ship the instrument by 15 Mar. The overall delay is due to redesign of the film reel holding mechanism, platen mechanism, focus mechanism, and adding varittble film traversing speed controls. The major changes in the production model over the prototype were a completely redesigned cabinet of far greater rigidity, and substitution of a mechanical platen clamp instead of the vacuum platen. This platen differs from the Richardson platens in that both asses move instead of one and the total opening is 5/8", which allows complete freedom of the film during scanning and slewing. The ?platemare so adjusted that whhn closed, they cause a minimum of focus shift. Ingeneral, I was impressed with the production engineering results which make the Varyscan production model more functional then the prototype. Delivery of the NPIC Viewer is scheduled for the latter part of October. As far the Film Reader, there were a number of minor defeciencies which require correction and two major problems areas. Approved For Release 2001/05111 : CIA-RDP78B04747A001260060001-2 rcoinTeip &i'6 ,c7- Approved For Release 2001/0511 la caA-Rcezepet474040000060001 -2 There was considerable vibration of the image as projected on the screen, and the freon was not completely dried from the film when rewound at at high speed. In addition another major problem exists in providing an acceptable toxic vent. I have since been informed that they feel they have solved the vibration problem by reinforcing the cabinet. At present they are still working on solving the film drying and venting problems. It is possible that both of these problems could be solved eye simutaneously if we were willing to accept a higher freon loss. NO film reeolution readings or light intensity values were taken due to the vibration and uncomplete optical alignment. The 48x lens presently in the machine was considered unacceptable by1111 and alorder has been p4.aced for a new lens. 25X1A ' In general, the reader has the highest quality projection image viewed this far by the undersigned. Resolution appeared good as far as could be determined and their was an abeolute minimum of color fringing apparent. The liquid gate appeared to function well and their was not apparent flutter of the image. The transport worked well, however, several of the minor correction requested were in the transport controls. The estimated completion date is presentlithe end of October unless additional problems are encountered in the venting aspect. 25X1A Financially ?has overrun the contract price. They have been requested to prepare a report totthe contracting officer on the actual costs involved and the reason for not reporting at the 80% mark. This should be forthcoming shorthly. 25X1A In addition was given a complete briefing on the work is doing in the stellar comparator and automatic image centering field. I did not sit in on these discussions so far addtional details see report in TID. FACTS: 25X1A as an in-house effort a rear projection film 4'1 roll film in lengths of up to 1,000 feet and 30X on a. 30" by 30" screen. At 3X a. the the screen. DISCUSSION: 25X1A has developed viewer that will handle 35 mm through with magnifications of 3X, 6X, 12X by 9i" image area is projected on The Varyscan was developed in response to requirements by SAC and AMS for a. rear projection viewer that could project the entire 9-1-' wide format at a minimum of 3 power as well as other magnifications with minimum damage to the film. Except for the 3X projection, the requirements given were identical to the Richardson 707 specifications. The requested 200 foot lambret lighting requirement was not achieved in this instrument due to the considerably higher costs of going to more powerful light sources than the presently available tungsten lamps. The prototype viewer was inspected at El by the undersigned prior to its being shipped to SAC for demonstration and evaluation. In general, the Vary- scan has better film handling and optical qualities than the presently avail- able Richardson Viewers and approximately 20% more screen illumination. The outstanding feature is of course the 3X magnification which has previously never been achieved in an instrument of this type.. 25X1A Presently MI has a contract for six Varyscans for SAC and a. potential of 35 more for SAC and 15 for AMS out of fiscal year 1964 funds. Both the SAC and AMS personnel that have evaluated the Varyscan have indicated that they prefer it over the Richardson 707 design. CONCLUSION: 25X1A The IIIIVaryscan has better overall performance characteristics than the presently available Richardson Viewers and may be as good or better than the Richardson 707 V under development which will not have the 3X magnification. It would therefore be desirable to obtain one of the Varyscans for evaluation purposes. CONFIDENTIAL Approved For Release 2001/05/11 : CIA-RDP78604747A001200060001-2 .
