MEMORANDUM FOR THE RECORD:
SUBJECT: Meetings on the SR-71 Data Block
1. On 17 April 1967, two meetings were held at NPIC to determine
the need for data matrix blocks for the sensors of the SR-71 system.
The meetings were the result of conferences attended b NPIC personnel
at in response to a request by for
NPIC to determine its need for a data bloc .
2. The first meeting, held in the morning,.was for the purpose
of collating the information from and agreeing upon the prelimi-
nary position that the Center should take as a preparation for the
second meeting which was to be held with representatives of
the Pentagon. The following
people participated in the first meeting:
3. As a result of the first meeting, it was agreed that the
following points should represcnt Center position concerning the
data block:
a. The NPIC supports the Air Force in that a
data block is required. We prefer the MIL-STD-782
format with 6 by 32 bit arrays.
b. The NPIC also requires the MRS because it is
redundant, it provides a back-up to the data block, and
it provides more information.
c. The recorded information should not be separated
between the two systems.
d. It is not possible for NPIC to submit require-
ments for the information content of the data block on
MRS at this time. More information must be obtained
concerning the sensors and vehicle attitude.

e. More meetings between representatives of
NPIC and the Air Force are required, but it is recom-
mended that such be delayed a month or two to give the
Air Force and SAC a chance to identify the problems
and analyze the situation.
5. The second meeting was held in the afternoon for the purpose
of determining more specifics of the Air Force requirements and of
obtaining information concerning future plans and chain of events.
The following were present:
PAG representatives did not attend but were not
required since their requirements were discussed
at the first meeting.)
6. purpose in attending the meeting was to become
acquainted with the problems and requirements attendant to the MRS
(SC&DM), the ANS and the data block. He plans to request proposals
for the data block in June and estimates a lead time of about two
years for development of the hardware.

with the Air Force Base SR-71 representatives
in order to g ve them time to study the situation and determine the
problems and requirements. It is estimated that such a meeting on
