1. Density of Duplicate Negatives
a. It is possible to make a duplicate negative from
the first DP in which special attention would be given
section by section to insure relatively uniform density
which is not now possible under the present method of
reproduction. From this DN a DP could be made and
all subsequent DNs made from it. If this procedure
were followed and all of the DNs made at the end of the
duplication for the given mission, all DPs for the Com-
munity could be made under the present schedule and
without delay.
b. The factory-has jury-rigged a machine for making
a reversal negative which in the view of the factory rep-
resentative would permit extraction of more information
than from the present DNs. An example of this is now
under study by NPIC, to evaluate this negativefor
PI purposes. Were this process used it would mean that
all DNs would have to be made from the original and
therefore would incur greater delay than the present
method in which all DNs are made from a high quality DP.
The preparation of the reversal negative would take about
three days (the same amount of time as required in.a above),
but this procedure would also incur further delay because
each negative would be made from the DN. A further
disadvantage is that the original negative would. be handled
that much more often than is the case under present
procedure.

c.._ Dodging is not feasible with the present facilities
and with the present quantity.
2. Custom Processing
The factory representative will also submit samples of
duplicate materials which. are now within his capability
and from which customers could select the type of
processing most useful to each receiving agency. At
this time no further variations are feasible. It will
have to be recognized that if it is considered important
by the customers to have their duplicate materials proc-
essed different one from another some delay will have
to be incurred.
3. Pressure on the Processor for Speed
Throughout this governments relations with the contractor
there has never been imposed a specific time limitation
which he must meet in producing the duplicate materials
since the emphasis has been on quality. However, there
are various pressures which emerge once a mission has
arrived at the factory which together in effect produce a
feeling of time limitation on his part. It appears to be
necessary for the Community to become re-educated to
be more patient and to relieve these pressures in order
that the factory can produce what is needed. This might
require the adoption of a rough maximum schedule so
that consumers change their anticipation.
4, Camera Problems
Present procedure requires the factory and NPIC to submit
critiques of the camera performance as reflected in the
examination of the product, The first is available earlier
than the second. Both are transmitted to those responsible
for camera improvements. There has been.a continuous
improvement in the camera performance by virtue of these
critiques. There is no useful action which the consumers

can take with regard to these problems, and accordingly it
is proposed the Technical Subcommittee not concern itself
with camera improvements.
