On 4 August 1961, and again on 10 August 1961, the signed visited the Army Map Service to attend a meeting callee purpose of discussing a proposed National film processing sit . the 4 August meeting, those in attendance were: TL The 10 August meetin included-: o , L Both of these meetings were con uc e at a security level of Secret. 2. At the preliminary meeting on 4 August, the discussion was limited to the broad and general scope of a proposal to establish a film processing center in the Washington area. It was also tenta- tively decided that the new building being erected adjacent to the AMS Fort Sumner building might prove to be inadequate for this project, and a proposal to ask for funds for an additional building within the general complex of AMS was tentatively approved. AMS has a contract with for the design of the space and environment for this proposed processing center. 3. At the second meeting on 10 August, the representatives of were brought up to date on AMS requirements, with particular reference to existing and proposed equipment, as well as some of the projected production requirements for the proposed site. Attached is an outline prepared by AMS for consideration by the 1iI.NTL sultants. Since the security level of this meeting was limited to Secret, it was not possible to disclose details of the requirements of these several systems whose input would be handled by the center. However, the AMS representatives announced the requirement for an 18" x 9" format which would dictate the size and capacity of as- sociated processing and printing equipment. The design of the chemical storage and distribution system was discussed in length with particular emphasis on those details which would affect the construction of the building, such as plumbing and electrical requirements and the hori- zontal or vertical planning of this feature. The only objection to this system voiced by any of the members present was the probability of having to discard partially used chemical solutions. To answer this objection, it was p possed in the undersigned that an auxiliary storage faciityesprovi and which partially exhausted solutions could be pumped, of duplicate reconstituted, and subsequently used for the processing rather than original materials. 4. At this point, only two details require your attenion aannds action. These are, (1) To what extent would NPIC participate program financially, and substantively, such as technical support and participation; and (2) As a proposed customer, what type and quality of duplicate materials would be an NPIC requirement? 5. A third meeting is tentatively scheduled for the latter part of this month, at which time it is conceivable that some direct guidance from your office will be required in order for the under- signed to actively participate in this program to the best interests L of NPIC.
