This Negotiated Task Order is entered into by and between the parties
hereto, pursuant to statutory authority, as of 8 February 1966.
It is agreed that the Contractor shall provide the necessary material and
services to perform the scope of work as set forth in the attached Schedule and
shall comply with such other provisions thereof, as may be applicable.
The rights and obligations of the parties hereto shall be subject to and
governed by this Task Order and the provisions of subject Basic Contract which
are incorporated herein by reference and made a part hereof. To the extent of
any inconsistency between said Basic Contract and this Task Order, the latter
shall control.
The estimated cost of performing this Task Order, exclusive of the.Award.
Costs in excess of this amount shall not be incurred without the prior written
authorization of the Contracting Officer.

SCOPE OF WORK:
.The Contractor will perform a study and analysis of the National Photo-
graphic Interpretation Center data processing and information handling systems
in accordance with the Contractor's Proposal No. SCP-6584, dated 3 September 1965,
which is incorporated herein by reference and made a part of this task order,
and;. by. the following Statement of Work:
A... The. Contractor.will prepare design concepts and an implementation plan
for an integrated information system responsive to NPIC needs which will provide,
among other things., a measure of flexibility and responsiveness which cannot be
achieved with the present data. base.
.1. Review and itemize all substantive information received, developed
and disseminated by the NPIC.
2.. Review current substantive information processing methods, including
the. filing rationale and the structure, physical form and effective-
ness.of.the files.
3. Review the current substantive information processing facilities
and equipment.
1i. Determine information requirements at each point in the NPIC
production process.
5. Conduct an organizational review to characterize the flow of infor-
mation within the NPIC and between the NPIC and other groups.
6. Conduct..an analysis of the information determined in Items 1
.through 4 and prepare flow diagrams and statistical analyses
(.e.g.., volume, frequency, throughput rates) of both current and
projected operations.
7.. Define the functions of the photo-intelligence system that will
comprise the substantive integrated information system.
8. Prepare and evaluate alternative configurations of the functional
flow diagrams to determine where efficiency can. be improved through
the use of manual or automated techniques.
9. Prepare functional and performance specifications for the proposed
substantive integrated information system.
10.o Prepare program, plan for follow-on phases (detailed subsystem design,
programming, and implementation of integrated information system
components).

forwarded to the Technical Representative of the Contracting Officer

the Technical Representative of the Contracting Officer, a signed
receipt, in, duplicate, must be obtained from said representative and
one copy attached to any invoice submitted for reimbursement for such
item(s). Failure to do so will result in suspension of payment, since
the Disbursing Officer is prohibited from making payment without evi-
dence of delivery..

The amount of the fee as set forth in this task order is included solely

The reports to be delivered hereunder are to be classified SECRET with
TOP SECRET annexes where required, such requirement to be subject to the
determination of the Technical Representative of the Contracting Officer.
The association of the sponsor with the reports being procured hereunder
is. classified SECRET. This classified information shall be divulged only on a
need-to-know basis and.then only to those who have been authorized in writing by
this Government component to have access to classified information. Correspondence
originated by the Contractor and/or data to be submitted hereunder, the contents
of which contain classified information, or referto.the name and/or address of
the Contracting Officer shall be stamped by you with the classification of SECRET.
The Contractor does hereby agree that, in the interest of avoidance of
