Subject: Transmittal of Addendum to Informal Memorandum on Task A(1)f,
"Establishment of Target Prediction Procedures" - Under
Reference: a) TCS-3882/67

1. Attached are twenty (20) copies of an Addendum to Reference (a) which
incorporates all the suggestions of Reference (b) with the exception of
paragraph 2.b.(2). With regard to this paragraph we feel that the
following comments are applicable;

There are two extremes in the prediction of targets which
might be considered in terms of when, and by whom, prediction is
done. At the one end, it is presumably possible to levy a
listings of COMDR targets that they include in these lists the
NPIC, R&D, domestic and SI targets as well. At the other extreme
would be the levying on NPIC of the requirements to do all
target prediction. Whether one of these extremes, or some
compromise between them is established is a policy matter beyond
our control. We have, however, suggested a middle-ground which
uses to the maximum extent practical the data currently being
generated by sources outside NPIC. Two examples may be cited
to illustrate our interpretation of "practical".
a. We have recommended that, in the IIS, NPIC predict all
targets, COMDR as well as NPIC, R&D, domestic and SI, in spite
of the fact that the COMDR redictions are already available in

b. On the other hand, we have recommended that area
coverage corner coordinates, where they have previously been
calculated and are available, should be used as received in
the NPIC Target Prediction System. Although a scheme for
calculating these points must be available for missions
where the information is not provided it seems unnecessary
to duplicate the calculation where it is.
Arguments for and against both of these recommendations
can be raised but in the final analysis they are really
details in the total system which must have the flexibility
to adapt to whatever decisions are made as a matter of policy.
2. We also take issue with the last sentence of paragraph. 2.a.(3)
of Reference (b). We have discussed this matter with and
believe we agree that the essential requirement is tha a necess y
support material be supplied to the PI before he begins his readout
rather than before the film arrives at NPIC.
We trust that this addendum will satisfy all requirements of Task
A(1)f under this Task Order.
