THIRD MONTHLY PROGRESS REPORT COVERING PERIOD
February 1, 1967 Through February 28, 1967
A. Project Activities During Reporting Period
Work was performed on the following tasks:
Ib - Worksheet Formats - 90% complete.
Drafts of test worksheets were completed and a briefing provided to
PAG, CSD, and IPD representatives outlining the worksheet concept
and the nature and objective of the test program. A draft memorandum
was prepared covering the design and analysis of worksheet alternatives.
Attention is directed to certain policy items which must be approved
in order to test the worksheet concept. Work was initiated on the
test plan. While the investigative work on this task is virtually
complete, the worksheet test program phase will be conducted during
the coming month.
Ic - Product Set - 65% complete.
Work continued on the preparation of a position paper describing the
printed reports which should be produced by the IIS. Progress on
this task has been slower than planned because of the absence of a
clear definition of NPIC's role in the overall exploitation program.
The position paper should be ready for review by March 13, 1967.
Id - Entry and Approval Techniques - 75% complete.
A preliminary draft of the memorandum for this task was submitted to
IPD for review. A considerable amount of work remains to be done
before description and rationale for the selection of entry, edit,
and approval technique and equipment alternatives is completed.
Ie - Mensuration Investigations - 20% complete.
Study was begun of the current mensuration procedures in use to
determine the specific inputs, outputs and processing techniques
employed. Parameters to be included in the data file were defined.
If - Target Prediction Investigations - 90% complete.
The draft memorandum for this task was completed and reviewed by IPD
and CSD.
Ig - Scheduling Procedures - 25% complete.
Investigation of scheduling procedures for immediate reporting in the

"mission" mode was begun.
Ih - Identification of Support Materials - 10% complete.
Review of support materials required for immediate readout was begun.
Ii - Target Data File Structure - 15% complete.
Investigation was started on definition of the objects file.
Ii - File Utilization Techniques - 15% complete.
This task is being carried out in parallel with Task Ii. Investiga-
tion was begun on alternative ways of sectoring the files.
Ik - Establishment of Retrieval Techniques - 5% complete.
Review of preliminary data on file structure, product set, support
material, and TIPS programs was initiated.
Il - Establishment of Control Procedures - 0% complete.
No activity. Because the output of this task is not essential to
system design at this time, activity has been defered until March
in order to apply available resources to higher priority tasks.
Im - Establish Briefing Board Procedures - 40% complete.
Review of current procedures was initiated for preparation of briefing
boards, including the generation of graphic and textual content and
storage of notes.
Percentage of total work completed as of the reporting date is estimated
at 24%.
B. Planned Activities
Task Ib - Worksheet Format
The draft memorandum completed in February will be submitted for
review and approval of policy items. The worksheet test plan will
be completed and tests conducted as approved by NPIC. A draft memo-
randum will be prepared to reflect the results of the test program
and their impact on the worksheet concept.
Task Ic - Product Set
The position paper on printed reports will be completed and submitted
for review. A concerted effort will be made to define all other

elements of the product set and to complete the draft memorandum for
this subtask.
Task Id - Entry and Approval Techniques
Additional emphasis will be given to this task to complete a draft
memorandum for review and subsequent revision as appropriate.
Task Ie - Mensuration Investigations
Investigations of mensuration procedures, data volumes, response
times, accuracy requirements, and output forms will be completed.
A draft memorandum will be prepared covering the results of the
investigation and a description of alternatives, recommendations,
and rationale for the acquisition, processing, and display of
mensuration data.
Task If - Target Prediction Investigations
Comments by IPD and CSD will be incorporated in a revised draft of
the memorandum for this task.
Task)Ig - Scheduling Procedures
Scheduling procedures for immediate reporting in a continuous mode
will be investigated as well as procedures in both the mission and
continuous mode for second and third phase reporting. A draft memo-
randum will be prepared for this task reporting the results of the
investigation, alternative scheduling procedures, recommendations
and rationale.
Task Ih - Identification of Support Materials
Work on this task will continue and a draft memorandum prepared
describing the materials and alternative methods, recommendations,
and rationale for handling, storage, scheduling, and distribution.
Task Ii - Target Data File Structure
Definition of the objects file, installations file, and other files
of the data base will be completed. A draft memorandum will be
prepared for this task.
Task Ij - File Utilization Techniques
Investigation of sector size, updating, maintenance, purging, and
backup procedures will be undertaken. File protection and valida-
tion alternatives will be considered.

Task Ik - Establishment of Retrieval Techniques
Retrieval requirements will be established and investigation of
alternative techniques for data retrieval will be carried out.
Task Il - Establishment of Control Procedures

Work will be initiated on this task in accordance with the narrative
task description.
Task Im - Establish Briefing Board Procedures
The requirement for the automated retrieval of notes will be re-
evaluated.
Work will begin on Tasks In, Io, and IIa.
C. Pending, Unresolved Technical Problems
The problem raised in last month's progress report is still unresolved
although some progress in its resolution has resulted from conversations with
Center personnel. Since one of the key elements in the definition of NPIC's
role in the exploitation program is a definition of the products to be
generated, we are preparing, with the concurrence of IPD, a preliminary
definition of this product set. It is anticipated that this definition will
provide a point of departure for the determination of overall Center workloads.
D. Preliminary, Unresolved Contractual Problems
None.
E. Oral Agreements on Technical Matters
The completion of Task Ib will require testing of the worksheet by PI's.
PAG has informally agreed to supply personnel for this task on condition that
the test will not interfere with their normal operations.
F. Agreements which Require Contractual Approval
None.
G. Unanswered, Unresolved Matters
Comments by the Contractor on documentation standards for software have
not been forwarded to IPD.
