25X1A 1. I called on 22 March 1'67 to discuss progress
25X1A and performance of work on PHASE II Task I of the = IIS contract.

I pointed out that the subta.sk papers received for discussion purposes
to date were very poor and incomplete, that I would not accept work of
this caliber from our own people, that we expected = to stand oehin4
the terms of the contract which states that the position papers would
outline alternative methods to satisfy the requirements and include an
analysis of the equity involved in each of the alternatives. To date,
only two of the papers received for review have contained the kind of
work anticipated,

I pointed out that quality control and supervision over the work of
the design team and integration of individual efforts appeared non-
existent, I suspect that the reorganization within - was seriously
interfering with performance on this contract and recommended strongly
that the personnel assigned to this contract be relieved of responsi-
bility to supervisors other than the project officer,
25X1A 4. I concluded with the fact that we feel obligated to forward
comments on the last monthly report through channels as it contains
statements we could not accept and which if left standing, would
jeopardize our ability to insist on compliance with the contract terms.
I further stated that if the quality of work did not improve we were
prepared to blow the whistle now and cancel the contract rather than
to piddle along wasting time and money.
