2. The Technical Development Staff is not in sympathy with the
payment for this current after-the-fact overrun; however, it is not
worth Contesting. TES discussions with the contracting officer/Office
of Logistics (0/L) indicate that the contractor's reply is sufficient
to justify an overrun. This opinion on the part of 0/1, provides the
validity of the payment even though TDS believes that was 25X1A
deficient in their accounting procedures.
3. The Assistant for Technical Development recommends that this
overrun be paid as a matter of expediency and as a matter of form in
order to terminate the contract. Budget and Finance Branch has affirmed
that sufficient funds are available for thia expenditure.

As you are aware, a rogues', . funding was submitted to you

equipment. However, that Aiiional funding, which v.'zis
subsequently approved, was to cove,r added costs incurred
in solving two technical problems which developed following that submittal,
The two problem areas are discussed below:
1. Paint Matching.- Matchin:, exi,;tini, painted crinkle finish of the
!Enlarger proved di3licult. E'veii though the paint was obtained
directly from Joni, were pzinted and baked two and
three times in order to obtain an allec,uatcl paint match.
2. Light Baffling Mechanism - DurinL the assimbly ;.zid test phase of the
VG-1, the designed light bafflin mechanism proVcd t...) be somewhat in-
adequate. The baffling perrnittbd some light leakage which could result
in film damage. To overcome those problems five aew parts were designed,
fabricated, and assembled.
