Many persons have had some responsibility. As a result, the program has been poorly guided. This program has lagged somewhat. On all recent visits the contractor was advised that the program has been given ineffective guidance and that this should be corrected if it is hoped to effect a continuation of the program in FY-66. Some work has been performed but at a level below expectations. has now been assigned full responsibility for the: program and appears to be doing quite well.
