The Chairman opened the meeting by stating that his
association with this committee of professionals has been
a distinguished pleasure. In his opinion the guidance and
coordination of the J-3 tests with the intelligence
community was essential to the timely accomplishments of
the J-3 test progra.m. In some areas, such as color, a
paucity of information precludes final judgement of its
future. A draft copy of the proposed covering memorandum
that will forward the summary report to the DNRO was circu-
lat-ed for review.
Review of Final Summary Report Draft-Committee
A section by section discussion of the summary report
continued for several hours. This discussion was summarized
by the Chairman as follows:
1) Reorganize the report by topic vice the order
in which the tests were accomplished.
2) Make the summary more positive
3) Recommend a color committee 25X1A
4) Add an addendum of related documents - _ J-3
Capability reports, = and Westover reports.
