We have carefully reviewed the matter and feel that it is advisable to set forth the history of the several reports and additional data that was supplied, in order that the work to he performed in Phase II would be 25X1 You will recall that the objective of Phase I was to prepare a report regarding the Preliminary Design of a prototype Automatic Multiple Image Integration System. A report of the Phase I effort was issued on 6 December 1965. At that point discussions with your engineering representatives indicated that additional data would be necessary in order that your organization could define the extent of work desired in Phase II. Our additional effort resulted in a supplementary Phase I report dated 8 April 1966. 25X1 This is in connection with your letter referenced above concerning the allowability of certain costs. During the following months this matter was discussed on numerous occasions ;aid It was agreed by holli part i.es Clint the advantages to he gained by image i.ntegr?at:ion, and the. techniques required to obtain optimum results, had not yet been sufficiently well established to warrant fabrication of an operational Image Integration Viewer/Printer. In other words, although the above would be feasible, the effort and required funding would be much greater than deemed advisable for your requirements. At that point several meetings were held; one of the meetings involved our' 25X1 your people. As a result- of the meeting we submitted a plan for Phase II relative to Multiple Image Integration Study. Study should define the li.mi.tations 0l: M11' Printer in terms of M'I'I-, S/N, and BW with variables such as resolution, attitude distortion, focal. length, shadow, relief, focal length lens distortion, etc." This resulted in. our preparation and submission of a report entitled: Is "Multiple Image Integration Printer, Design Plan for Phase II", October 1966. At this point a meeting was held in November 1966 between both parties to discuss Phase I, and also the feasible approaches for Phase II. As a result of the meeting, we prepared and submitted on 19 January 1.967 a summary report for Multiple Image Integration Printer. The intent of this report was to discuss and present this Phase I r.esul ts,? ill order that your people could determine the extent of efLnrt desired for. Phase 11. At the `same time we offered alternative study approaches for your consideration in the event that you did not desire to embark upon a full scale effort toward solution of the image integration problems Additional discussions were held which resulted in our transmittal of a plan for Proposed Image Correlation Test Programs dated 1 March 1967. At this point this approach for the Phase II effort was selected by your organization and we were authorized to proceed by Amendment No. 1 to the contract. We have previously Furnished your mtditor with a summary of the hours, expended in pre~paratiOl of the above documentation, and in support of meetings with your people. Although considerable e:.fort was expended by both our people and your people in arriving at realistic objectives for Phase II, we feel that the expenditures of time by both parties was well invested in that it eventually permitted you to authorize a Phase II effort that was consistent with your plans and budgets. We hope that at this time you will process the long-outstanding invoices connected with this contract, and therefore we have enclosed them with this letter.
