Approved For Release 200 ( ` RDP78B04770A000400039 F/2 NPIC/P&DS/D/6-13+2 2 May 1966 SUBJECT: Status of the Briefing Print Enlarger (BPE) 1. Procurement of the Briefing Print Enlarger for NPIC. PAR 243 is a new project designation for the prototype phase of the Briefing Print Enlarger. We expect to receiv the proposal and specifications within the next two weeks from the 25X1 In the meantime, has stated that they are working on 25X1 the long-range phases of the Briefing Print Enlarger prototype on a priority basis. 2. Procurement of Seven Additional Prototype Models for the Intelligence Community Through the Medium of COPE. Several agencies have requested that NPIC purchase seven additional prototype models of the Briefing Print Enlarger. The four agencies concerned are the Naval Reconnaissance Technical Support Center (NRTSC), Navy Bureau of Weapons, the DIA, and USAF Systems Command (AFSC). These agencies are most anxious to commit FY 1966 funds toward these prototype models. They have been informed of the procedure for joint procurement and development of the Briefing Print Enlarger and are now in the process of transferring their funds to the Director of NPIC who will in turn assign the funds to OSA, provided this me handling the contract is approved. Each model will cost approximatel er unit. On this basis 25X1 DIA will transfer approximatel to NPIC; Bureau of Weapons will 25X1 tranfer approximately NRTSC will transfer approximately l I i and AFSC will transfer approximately The balance of the funds 25X1 in the case of the Bureau of Weapons and NRTSC will come from funds already held by NPIC. The orders now stand at the following: NPIC - one model; Bureau of Weapons - two models; DIA and NRTSC - one model each; and AFSC - three models; 3. Method of Procurement. It has been recommended by and by the Development Bran25X1 that the models be purchased through a special contract already held with Approved For Release 2006g ij?0 ,.C]A-R DP78B04770A000400030017-8 at OSA. A memorandum has been prepared to be forwarded 25X1 to OSA. In a conversation with[ I he 25X1 stated that I Ishop would not be able to get permission to 25X1 fabricate the seven models in question through the ususal overt channels- it is necessary that security of the covert component involved at II 25X1 be protected by avoiding open channels of contracting. 25X1 When the Contracting Officer at OSA receives the funding data from NPIC for contractin the seven prototype models, he will send a message of authorization to to commence fabrication of the seven prototype models.
