The program proposed is sound, and will undoubtedly lead to an item of equipment which will determine the MTF of photographic materials with precision. The cost of the first phase, a development and fabrication of three sub-assemblies of the contemplated instrument, has been estimated at OCPFF, ROM. It is likely that the cost of the second phase which includes the delivery of a completed prototype, will be at least equal to and probably greater than this figure. The completed instrument will therefore cost between in all probability. Similar items of equipment have been investigated by the Exploratory Development Laboratory Branch, and found to be somewhat less expensive but not significantly so. This has caused a reappraisal of the Laboratory's requirement for MTF determinations. Under all circumstances considered, it is felt that the requirement for MTF determinations will not be sufficient enough to warrant the procurement of this or equivalent equipment. There are several techniques available which are less precise but more suited to the expected requirements. Further, since a suitable item of equipment is under development at another company, and will be available in about one year, the need for the proposed highly specialized equipment has diminished. It is therefore the decision of the Exploratory Development Laboratory Branch that this PAR not be awarded at this time. It is not likely that there will be a future requirement for this equipment, so that tasks under no longer need to consider MTF measuring devices.
