PROJECT AUTHORIZATION REQUEST
SUBJECT: Technical/Consultative Contractor Services to Improve Production
Methods at Customer's Facility
TASK/PROBLEM
1. Perform studies and conduct experimental investigations for
improvement of production methods and techniques at NPIC that would:
a. Permit direct coupling into an integrated National
distribution plan, and
b. Increase production quality and efficiency.
2. Determine the changes in equipment, material, personnel and/or
procedure that would be required to achieve the above.
3. Provide technical and/or consultative services, personnel training
support, and samples of materials as available and appropriate to achieve
the above.
PROPOSAL
4. Introduction:
a. Background. During FY-70, it is anticipated that (1) the
National program will acquire color imagery at a previously unprecedented
level, and (2) substantive improvements will be realized in the quality of
the original acquisition film(s) and in methods and materials available for
duplicating them.
b. In accordance with recent discussions between contractor and
customer personnel, it was agreed that further substantive work was
necessary to integrate the above materials into a viable production system
at the requiring agency.

c. As a result of extensive investigation and development under
other contractor effort, a number of changes in black and white original
and duplication materials and procedures have recently been initiated
under the existing distribution plan. In addition, it is expected that
a number of other changes will be initiated in FY-70 that will result in
substantive improvements in the requiring agency's production output, if
they are appropriately integrated into the production plan.
5. General Approach. It is proposed that the contractor initiate
immediate efforts to:
a. Select and evaluate materials and processes that would be
suitable for developing credible methods for production of second- and/or
third-generation color-corrected color negative and/or positive film
duplicates which will be designed for direct integration into b.(1) below.
b. In cooperation with the requiring agency, develop the following:
(1) A color production system capable of direct integration
with the output of a. above.
(2) Methods and techniques for integrating enhanced black and
white original and duplicate materials into an improved production system at
the requiring agency's location.
c. Prepare and conduct a training program for appropriate personnel
at the requiring agency in the procedures required to accomplish b. above.
d. Conduct detailed analyses of existing black and white and color
reproduction methods, and determine what significant changes.in equipment,
materials, personnel and/or procedure would be necessary to achieve higher
quality and result in more efficient production procedures.
6. If approved, this PAR will become active on 30 June 1969 and will
cover a 12-month period through 30 June 1970. Effort will be documented
by the submission of monthly and quarterly reports, interim reports when
applicable, and a final report.
