CONSULTANT OBJECTIVE
P & DS REQUIREMENT FOR CONSULTANT SERVICES IN THE FIELD OF OPTICS
I. Introduction
Optical problems, ranging the gamut of simple to complex, confront the
P & DS with a high degree of frequency. Presently the Development Branch, P & DS,,
has only one person with ftx experience to resolve problems both simple
and fairly complex. The EDL Branch, P & DS, has one person with experience in
a selective field of optics. With the departure of the one person (military
Staff w,1~ have
ssignment) now on the development Bmxmxk, the Branch every little
optical capability.
In any event, there is a stringent requirement for a consultant with the
?Ktffx:kxi highest level of academic and practical experience in optics, who can
offer guidance to the Staff in coping with the realm of optical problems it
continually experiences. Considering the fact that better than 90% of all
photographic exploitation equipment is used to present imagery to the eye, it
is impossible to build instruments without optics of some degree of complexity.
, Iith or without an in-house capability of solving many of these problems, it is
always necessary to solicit a source which has at hand the state-of-the-art
(or anticipated state-of-the-art) in the field of optics and to draw upon such
current knowledge in order to design up-to-date instruments for exploiting the
prospective in reconnaissance photography.

2. CONCEPT.
The P & De, Development Branch would contract with an individual of the
required caliber for consultant services.
2.1 Purpose. This consultant service would be available ot,1,se at the discretion
of Staff members of the P & DS, either the Dev or EDL Branchsby coordination with
their respective Branch Chief s.

2.2 Scope. The service would permit timely resolution of optical
?r problems facing the Staff members or verification of approaches to problems or optical
designs before launching a proposed project.
3. CONSULTANT DESCRIPTION
The individual should have the following qualifications:
3.1 He should be nationally known and respected inthis particular field. Optics.
3.2 He should be either a director of an appropriate depa,rtnt of an industrial
concern or the head of the department of a graduate school of a university or
college; the preference would lean toward the latter as the individual would
Lnecessarily be intimately familiar with the spectrum of optical developments.
Herby virtue of his own schooling (no less than PhD),would be well founded in
classical optics. He would have at his disposal the staff of professors under
his direction to tap for specialized problems.
