Approved For Release 2006/11/09: CIA-RDP78BO477OA001 800020011 -0 SECRET NPIC/P&DS-153/64 18 August 1964 .. SUBJECT: Definition of and " Study on Photo interpreter Performance." 1. Because of the pressing need, on both NPIC's and DD/S&T's parts, for objective information on P. I. performance as a function of ground resolutions of present and projected reconnaissance systems, it was decided that an accelerated effort would be advisable.; This will be somewhat of a condensed version of the full two-year study which will be continued and will build upon these first results. Although e hasis will be placed on the lower end of the scale of resolutionsi in the immediate effort, it will be part of the work which leads directly into the larger range of resolutions (up to 15'). Due date for the immediate results is 15 October 1964, and broader findings from the accelerated effort are programmed for availability before the end of the calendar year. An experimental design similar to that followed in the pilot work will be used. 2. All work currently in preparation is directed toward use of monoscopic materials, due to the press of time. However, similar investigations using stereoscopic photography will follow immediately. 2 5> 25X GROUP I xc uded from automatic downgrading and declassification Arproved: For=Release 2006/14f09:.: CIA-RDP78BQ4770A00.180002001 ~-QF 4. Two A-2 cameras with 9" x 18" at and 24" focal length will be used for a scale of 1;6000 witYground resolution. Duplicate (vertical) coverage will be obtained with S0130 film used at 1/150th sec. and f.ll in one camera and*8402 at 1/200th sec. and f.16 in the other. 5. A special resolution target of design will be displayed for the overflights; ground photography will also be u SECRET Approved For Release 2006/11/09: CIA-RDP78BO477OA001 800020011 -0 SECRET taken. has arranged to supervise the processing of the aerial film at 6. The schedule for this study is tightly arranged. Consequently, only 20 (8" x 8") GEMS simulating approximately 40X enlargements of photos taken at high altitudes (scale of 1:80,000), with a range of resolutions, will be produced for this phase. Each GEM, however; will contain 20 or more items to interpret. 7. Considerable effort has gone into the photo-example collection phase of this project. Every attempt will be made to have this continue in order that a significant lag will not occur between the monoscopic work and the planned stereoscopic experiments. 8. Because of the high resolution, test questions will be concerned with the smaller details of a target and will not involve gross recognition of the 1V-raer site Questions will be patterned on those posed in document (27 July 1964) which required P. I.'s to subjectively rate ground. resolutions in relation to specific visual details and intelligence information which those resolutions allow them to interpret. 25X 25X Assist or Plans and Development 1 - OSA/DD/S& 1 - SAS/DD/S& 3 - AS/LB/NPI 1 - PID/NPIC 1 - PID/NPIC 1 - C/P&DS/DB 2 - P&DS/DB Chrono NPIC/P&DS/DImet SECRET -Approved For elease_2.0061.1.1/ 1.9.::CIA-RRDP78B.0.477OA00180002001.1-0
