The letter from Fail, with all of its attachments, aas to be his attempt to account for the current status of the'work'being dome under the Systems Analysis Group for us. However, as best as I can determine, this reflects only that activity performed by in support of the proposed. Technical Intelligence Technical Directive. in his fir, he lists sow 28 separate tasks which have either been completed or axe in mark s vartiaag this effort. I find nowhere an attempt to account for ours of effort, dollars expended, percentage of ccmepletion or an estimate of what will be required to complete this effort. I firnd no relation between what Phil has submitted and that which was mentioned by F- I yesterday. Mr. I I spoke of some 82 or 83 separate tasks in work by the Systems roup ? s Angeles. I hope that the 28 tanks referred to here by . are not the same 82 that 0 referred. to with a transposition of the numbers. 2. Phil's atte3 t at brevity in this report resulted in 25 pages. I have been through it in some depth and rqr conments are as follows. First, recognize that I can't find anything in this that reefers to anything except the Technical Intelligenceort. Phil has stated that this is a recapitu- lation of the work his office has been involved in in this area for almost a year, notwithstanding the fact, which is not noted., that the Technical Directive has not been issued and that WW verbal approval be may have had to . proceed with this effort has been given only recently. 3. Phil submitted two sample task description sheets for the purpose of assuring us of their ability to know where they stand. I find that I . would. happier with some more derail than these reflect because they certain ly don't tell me where they stand. 4. Phil says that they have requested higher clearances for several people, but I don't find any indication for whom or shat level. If we follow recomma ndation about not prod with the Te#hn i- cal Intelligence Technical Directive, and these have indeed been started, we should call then off. For several pages, Phil raises questions which he says have been raised to him by I _j coarning the scope of our Letter of Intent and goes on to say that could have been of benefit in preparing th+. 1. can only say here that we spent a considerable amount of time coordinating the contents of the Letter of Intent between me, the Automatic Data Process- ing Staff, the Office of Logistics and tba Washington office 25 before it vas issued. If there are any points in it at s time which are not entirely satisfactory to it Is certainly not the fault of Agoncy personnel but of themselves. ~. The remainder of Phil.' a statement is primarily concerned with ob- taining a statement as to what art l e will. be between NPIC and 25 If we are to proceed Stave' a recoim endation, this sb c beyond . a doubt for Phil vbat the future of this relationship is. 9. In sury, I feel that all of this paperwork does not provide the answers which we require to deter what the current status of the Systems Analysis effort is. We still need a more fundamental description of the total tasks being performed by in the System Analysis area with emphasis on the status of completion of each task, personnel by ,me working on each task, estimated tie, dollars and personnel required to complete each task and an accurate accounting of the money rem aiuing in th 25 contract.
