1. Reference is made to the contractor's request of 13 November
1961 for approval of certain special costs forwarded to us for
recommendations.
2. We believe that the services o
were appropriately engaged under the rms
of the task order, that they are reasonable and that reimbursement for
the charges shown should be made.
3. As regards the rental of additional space in Washington, D.C.,
we are inclined to agree that the space is necessary. However, the
reasonableness and acceptability of the charges under the terms of
the contract can be determined only after contractor has established
the use of the space and after its proposed treatment of the cost has
undergone audit review. Therefore, we suggest that no advance approval
of this item be given.
