Attached are two proposed technical directives. One is for the Techni-
cal Intelligence system and the other for Photographic Material Handl-
ing. Both are submitted in response to your suggestion of 11 October
that the previously submitted staff studies now be followed up with
recommended TD's.

For your information and in keeping with oui, discussions, please be
advised that I am assigning I I is Project Engineer on the 25X1
Technical Intelligence TD, and as Project Engineer 25X1
on the Photographic Material Handling TD. Within the scope of work of
each directive, and as long as they remain on schedule and within costs,
each will be given the technical authority to direct their respective pro-
jects.
Please note that time for consultants is incli:.ded in the estimated cost
breakdown of each technical directive. As further assurance that the
technical content of each project is following the most advanced state-of-
the-art, I feel that it is wise to include a certain amount of technical
support for each project. I further feel that it would be beneficial to
clear each of the consultants. With your permission, therefore, I
would like to submit the names of consultants who would serve the interests
of the projects most appropriately.
With respect to your uggestion about additicnal clearances, I submit

further need-to-know appears to be necessary. It is extremely
difficult to convert downward the information passed on to these
individuals. Much of the work will now have to be done within the
confines of the project and by these men whc, are specialists in
their own right. I suggest that, if cleared further, their move-
ments be restricted to those organizational (:omponents of NPIC
concerned with the specific TDts in question.
