In this letter Phil has attempted to summarize the seven assignments
of the contract and the five technical directives that have been issued
to implement them. In closely scrutinizing his description of the
assignments and TD's and comparing them with the language of the contract,
I find that they are generally descriptive of the contract, although
being interpretative in nature may emphasize certain points that are at
variance with your own ideas on the subject. Since the language of the
contract is broad and sometimes rather vague, this would be entirely
understandable. What Phil is attempting to do at this particular time
is to set the stage for future action by summarizing as he sees it the
contractual background that is the legal basis of our relationship.
As to where we are going with this particular contract, I would
make the following rec omendat i ons :
Reissue the contract with a reduced scope of work by
redefining (or eliminating) the seven assignments.
(2) Allocate the unexpended funds left in the contract to the
redefined assignments. This would serve as a budget (or

working plan) for each assignment and would act as a
control mechanism for the contract. As you know, this
is a CPFF contract. I feel that it should not overrun.
If it does, we will continue to pay the costs but

will get no additional fee, a situation that I doubt
they will want to continue very long.

Omit; it would appear unlikely that this will be picked up as
it was initially conceived. Any work along this line could
probably be included under Assignment I.
Assignment V & VI (PI Visual Indicator Criteria and Location
Factors)
Combine into single assignment covering consultant services
for PI substantive matters. Estimate cost.
Assignment VII (Procurement Services)
Omit. We have not utilized this provision as yet and I can
see little reason to do so in the future. This was a good
"banking" device at the time the contract was written but we
don't need it now.

Proposed Technical Directives for FY '62
It is my understanding that all technical directives will be processed
and handled through you. From you they will be passed on to Chick
and to other division chiefs. It is my understanding that we hope to
gain by this 1) a clarification of technical language so often involved
in the writing of these directives and 2) an overall coherence of the
"system".
In preparing these directives, it is also my understanding that:
1. The directives prepared byll are being prepared for
the various division chiefs. Upon approval, these will be

issued by NPIC to

will involve others than the division chiefs directly concerned.
3. The contractual vehicle will be kept in mind. Directives
will first be proposed for the completion of the present
contract. Any other directives may possibly be included
under a separate task order.
With reference to the contract, I agree that it is important to anticipate
the completion of the present task order. The first order of business,
therefore, is to put into motion those directives which will finish up the
present task order. The second order of business will be to consider
anything over and above this task order which may or may not be added
to the contract.

In our present contract, under Task Order 01/0/1813Z,
seven assignments are called out under Section I. Scope of Work.
These have been discussed in Phil's letter of 2'August to Chick.
Assignment I, for the overall systems analysis, has been and is
still in process. Assignment II, for the layout of I also
has been and is still in process. Assignment III, for the Photo-
chemical Solutions Laboratory, has recently been received as a
technical directive and is in process according to the directions
received from you in our meeting during the week of 24 July.
Assignment IV, for the PI cell, was to be deleted from the contract
by letter of 13 June 1961 to However, Phil
recommended that this be included in the FY '6Z scope of work.
Assignment V, for PI keys, has not been implemented nor has any
proposal been prepared along these lines. Assignment VI, for location
factors, was out into effect with the issuance of a technical directive
on 15 February 1961 for the advisory services of Finally,
Assignment VII, for procurement services, was put off by
letter of 13 June 19 1. In his 2 August letter, Phil recommen a that
Assignment VII also be included in FY '62 requirements.
This leaves us with four assignments in process (1, Il, III, and VI),
two assignments put off for the time being (IV and VII), and one not
yet considered (V). This then is the general contractual framework
withini which we are working.
With,, this as a background, we have a number of technical directives
which we wou d like you to consider. Since there are so many and
since they do involve some time to prepare as staff studies, I will
mention therm to you briefly with the suggestion that you indicate those
which sound promising. The ones so indicated will be prepared as
proposed tt_(:hncal dire _tives to be submitted to Chick and others for
their concu're ice.
Technical Intelligence Follow-on
This TD, which has already been submitted, was the subject
of our meeting with Dutch and Jack on 26.;auly. This
directive is now under consideration by NPIC. If approved,
this should be included, as a TD under As#igri ent 1.

2. Data Handling

In the same meeting held on 26 July, Dutch asked whether
or not the I design included wire raceways from
the EDP to the PI areas. If you recall, I said that no such
provision was being included. This brings up the point that
we should look at the long range data handling picture with
the idea of including EDP as an on-line PI capability, in
which case wire raceways will be included. If such a
directive is suggested, it will cover the entire data handling
system (excluding scientific computation activities). By
so doing, we should be able to gauge whether or not the
present EDP concept will endure and what other capabilities
may be considered. This would also fall under Assignment I.
3. Semi-automatic Film Handling (Wash-Dry)
Some time ago, a film drying concept was suggested. By
this method all film will be washed and dried without being
handled by photo lab personnel. Such a system is still
strongly recommended. This should be considered as
Technical Directive No. 2 of Assignment III.
4. Photographic Material Handling
The proposed very high quality output of the photographic
reproduction system will depend on a) the facility, b) equipment,
c) personnel, and d) the operating procedures. The facility
and the photochemical laboratory are now being designed.
The equipment is on hand. However, it is still unlikely that
the photo lab, without specific operating procedures, will have
much more than a 50 line per mm. reproduction capability.
A technical directive is suggested for the purpose of investigating
and establishing the proper and best usage of handling photo-
graphic materials and equipment for the purpose of increasing
this capability. This effort will result In the identification of
a total system and the issuance of an operations manual
covering all phases of photographic reproduction from the
original negative and extend .g, through any form used by
NPIC. These procedures wi be developed to make optimum

use of equipment on hand or equipment available, the skills
of photo lab personnel, the capabilities of the photo lab, and
the quality of chemicals produced by the solutions laboratory.
This technical directive would be TD No. 3 of Assignment III.
5. Long Range Development Plan
Based on program information provided by the Chief of TPDS,
it is proposed that a long range (five year) technical
development program be established. Project people will work
with and support the staff of the Technical Development
Branch in the identification of program parameters. In
addition to being based on future program inputs, this plan
will consider the technical factors now limiting the quality
of film. The plan will include R&D requirements, equipment
developments and new techniques as they may be needed in
the coming five year period.
` 6. Technical Intelligence Training Program
In association with a recognized educational institution and
under the guidance of the TIB staff, a study plan and associated
course material will be developed for a course in photogrammetry
and technical intelligence. Source material will include all

applicable mathematical roblems derived to date

instruction in general photogrammetric procedures as they
apply to NPIC. The course of study will be developed so
that instructions may be given by any qualified institution.
Target date for the completion of this effort will be June 1962.
Photo Analysis Training Course
Parallel, but not iden al to the above training course in
photogtammetrlr, will be a course of instr ot! in photo
analysis. This eodrse of instruction will be developed
under the guid&hte Of PAD/PAG and in association with a

qualified human factors association and/or a qualified
educational institution. The course of material will
include a study plan, specific course material, and
equipment indoctrination. Additionally, this program will
set up a basis of selection of photo interpreters. The
selection will include psychology tests as well as optometry
tests for the determination of visual capabilities. Target
date for completion will be June 1962.
Film Cleaning
operates manually and uses a roller adhesive principle.
The cleaning roller tends to pick up impurities which, in
turn, are sources of film contamination. This is but one
method of cleaning film. There are others now commercially
available or applicable to this requirement. An ultrasonic
cleaning method using "Freon" might be more satisfactory
provided the process does not inhibit the desired rate of film
handling. It is suggested that a requirement for such an
equipment be prepared and issued to industry for their
technical proposals and bids. This effort could be accommo-
dated under Assignment Vii of the contract.
At present, NPIC uses a roll film cleaner which

suggestions. Whether or not we should now propose these we will
leave up to you.
To say the least, we are most anxious to clarify the status of these
as soon as possible. Please don't hesitate to call me if any of these
suggestions have to be augmented with further explanation.
