MEMORANDUM FOR: Assistant for Technical Development, NPIC
1. In the last two weeks IPD has been unable to satisfactorily
support mission processing because of the numerous failures that
have occurred with thel All attempts to operate
the plotter in a time critical atmosphere have been thwarted.
2. Since 28 June the plotter has been out of commission
with serious problems due to overheating and a malfunctioning pen.
The present problem with the pen is only one in a very long series
of pen difficulties experienced since the plotter was first installed.
3. IPD has expended many thousands of man hours and to date
has not been able to support one operational mission because of the
above-mentioned difficulties. This Division therefore requests that
a serious study of this plotter be undertaken to:
a. improve the reliability by either better
maintenance or engineering changes; or
b. determine that the plotter should be removed.
In its present state the plotter is a 100 per cent liability.

We began using the system at
last summer. At that time we converted our four Kelsh instru-
ments to the Isystem. All of our compilation is done
using the system. The following is a list of advan-
tages we have found using your system;
1. Satisfied Kelsh operators
2. Faster, more accurate and more detailed compilation
3. Better copy for our drafting section
4. Better copy for our photo lab
5. Consistent line weights
6. No time lost sharpening lead
7. Make direct color compilation practical
8. Far superior to lead and plastic lead

Over the past several years it has been our privilege to
work with your ball point pens during their development for
the mapping industry.
During,this time we have put these pens to a critical
test over.a vast range of topographic and planimetric opera-
tions directly in our stereo plotting equipment. Several of
the line weights as well as a wide range of colors have been
used over extended periods of time.
Our general findings are that during development the
largest problems we ran into were significantly less than any
other type of pen we encountered on the market. The majority
of the results includingg the last 6-8 months operation proved
most satisfactory by using your system in holding
a continuous line in all weights and.. colors with maximum
reproduction qualities. The results give excellent quality
for drafting or a manuscript delivery product.
The plotting machine operators express our feeling best,
"We would not consider any other writing tool, in pencil,
plastic or pen to replace the system as it
presently performs".

The enclosed blueline print shows the type of direct compilation which can
be done using the ystem for mapping and drafting. Please
notice the detail. M40 Draftips in various colors and varied spring
pressure were used. Compilation was done on F4 in conjunction 25X1
with Kelsh equipment.
Direct compilation with I eliminates the need for intensifying
one's work. Your time is saved. Fresh compilation can easily be
corrected without removing previous compilation, and special adapters
for lead are provided in each System Kit. These adapters
keep the lead centered with the Draftips. Lead can be used in areas of
indefinite contours and planimetric detail.
I am sure that once you have used the ystem, you will never 25X1
be satisfied with lead compilation again. Your operators will become
accustomed to the System within a day or two. Photo lab
technicians are very happy with the results that they get working with
manuscripts which have been compiled using the System. 25X1
The same holds true for those in the drafting section. Of course your
customers are very happy too when they are getting a manuscript
delivery in this maliner because it is faster and saves them considerable
money.
