Memorandum, NPIC/P&DS-370-65, 13 October 1965, Subject as above In response to your request, comments on the above referenced paper are set forth below: 1. It is generally accepted that the problem of handling information and materials will grow in direct proportion to the increase in the volume and quality of acquisitions and the attendant increase in exploitation requirements. It is further accepted that the problem must be dealt with on a priority basis through a well coordinated approach. Having accepted these points, it follows that a research and development effort in this area is desirable and, in fact essential, if the NPIC is to avoid choking on its own life blood. 2. Some concern arises over the wisdom of"addressing the information/ material handling problem prior to an overall systems analysis study of the NPIC to define--specific target areas for such an R&D effort. It would seem desirable to conduct a;systems analysis of the NPIC prior to attacking specific elements of the NPIC's operations, or at least to conduct the two programs concurrently. 3.
