1. The minutes of the meeting of 21 April 1961 were approved as
iseued.
Meeting with Bureau of the Blihat
2. told the Board of a meeting with Bureau of the Budget
officers which be and Mr. Lundahl attended concerning the NPIC budget.
The meeting was mainly concerned with the broad aspects of NPIC
operations. It was generally agreed that there should be a single
NP3C budget which would not call for breakouts of service/agency
participating shares. Duplication of functions assigned NPIC per
NSC :m 0 were discussed, and it was noted that Bureau of the Budget
officers assigned DDD responsibilities bearing on photo interpretation
activities should be consulted by BOB officers reviewing the NPIC
budget in order to identify and evaluate possible duplication of
effort.
Plans and Tochnical Development Staff Proposal
3. A proposal for an NPIC Plans and Technical Development Staff
was explained by and discussed by the Board. Full time
military service and CIA representation on this staff is considered
necessary. If possible at least one service/agency member of the
staff should possess all clearance* mitred to consider current and
pending collection systems of interest to NPIC. Ideally the entire
staff as well as key Center and Detachment personnel should be appro..
priately clearQd in order to assess new collection systems of concern

to the Center, and it will be the objective of NPIC to see that this
is accomplished. However, it must be recognized that the military
services and defense agencies sponsoring collection systems singularly
or collectively control operational clearances and NPIC can only
request, not authorize, clearances.
4. It is contemplated that, the Tsble of Organization of the staff
will call for a 08-15 as chief; branch chief positions would be at the
0S-14 level. This staff, like all other NPIC components, is to be
manned by civilian and military personnel with the objective being, as
previously stated, to obtain the best qualified individual available ,
for each position.
5. Final consideration of the proposal was deferred untilthe
next meeting in order to give Ward members ample time for depart-
mental Consideration.
Requirements Handling Exercise
6. Colonel Reinhnrd, serving as Chairman, convened a meeting of
the Advisory Committee for the purpose of running through a require-
ments handling exercise. Discussion indicated a need for policy
determinations by the Committee on (1) criteria for determining and
differentiating between national and departmental requirements and
(2) establIahment of a priority system acceptable to the Advi3ory
Committee and Director, NPIC. There followed specific requirements
considerations.
