4. A natural result of not getting important requirements
anziored by PL .G ie for our =a:07sta to want to tm-n mere v.nd. more
to PM, end that is what is haTmening. Probably the beet e=ple
of What PLO c= do is the project on Sar E1ia(7,z, (c946-63), Which
V= completed in les? then 3 months. (See attached). ' Beth the
C:',11 and Ca requestors cc:Z.:rented that it would have. taken P.AG
a *year to produce such a report. Unfortunately as more require-
ments have poured into PID the =SI= of Pia in that division
has not kept pace with the need, while in PAO, on the Other
- 0 hand, =me of the PIs apparently have no had trzir Work in
' their ntx'Ar4 111?Ar to il:COli then busy. has recent4r
T' to allow him to borrow

roasting the transfer to PAG of 25 adatieca Pis which have,tip't ? 1 f 44
been scheduled to leave PW by the end. of DeceMher.

5. It is difficult to cenerslize because of the many
facets of the problems we have with EPIC, but my tentative
conclusions are:
a. r..'n is doins an excellent job of initial
/
reportin.:, 1Jut in not as rosponsivo as I'M to consumer
Co-mittee, etc. 1,Ne have. no to expect zas.,-,-a
requircr......:::',..c.i. Afts::.- all the dio:rzsz:Lc-,,is, vctic-da by
nny 1.72:3rovaz.:.mt in PAC ::. responsiva:13sso osr,;:cially
nov uhsn tb.:.:re is a trend toward self-initiated project?.
b. Altheugla MC has increa.s..? .-d its eupporting
> assets for --v.phicr., reproduction, end publication
those assets are not sufficient to handle ell the
retorting that =rent photegrapb,y demseade. Simla...vying
co>the fort of the finished reports could. relieve this
situation to so mo eart.eent. Par ex=ple, instead. ot
"intcomting pictures with text, in many cases the enalyst
might be catisfied with text followed by several yams
of photos es is now done in the Ot.X.
Qc. Part of the tire in Azcat is spent in noting
/XL; projects which are done routinely, such as CA17.3
and Leris. The tire snout reviewing weights and priorities
of specific require:writs (mostly CIA originated) does
not appear to be ve3.1 spent, since sane of our highest
Priority revirements are not receiving priority .
