A INTRODUCTION Z, s The availability in quantity and depth of high quality photography of the Soviet Union has opened up a new dimension in intelligence analysis and reporting on the Soviet Strategic threat to the national security of the United States. When incorporated with other sources of information and cross-checking of leads in various source systems has been completed, photography provides a base and a core of precision that allows a high level of confidence in our estimates. Our search coverage of the Soviet Union with the basic satellite camera system, the KH-4, is by now extensive and beginning in February it is being supplemented by a wealth of technical detail which can be -ovided by the higher resolution, spot coverage camera just emerwng from its developmental and engineering test phase, the loday we would like to present a two-part briefing, the first pax+, on the coverage and capabilities of our satellite photography vstems, the second sketching in the highlights of the substant.." e knowledge of the Soviet Union derived from this source, when i. tegrated with other intelligence, during the past year or so. Under optimum conditions light bombers and smaller transports can be identified (BEAGME, CAB, CRATE). Fighter or other single engine aircraft or aircraft with major dimensions less than 80' feet have not been identified on KH-4 material. With the KH-7 material viewed todate, it is possible to identify all known types of fixed-wing aircraft, with the exception of some liaison types, when the photography is vertical and of good quality. Our experience with helicopters is too limited to make a judgment at this time but it is anticipated that all major types of heli- copters will be identifiable. The only problem as yet unresolved pretains to certain new fighter aircraft where the only apparent visual difference at KH-7 scale will be the size. LI c The prime benefit of KH-7 photography over KH-4 photography is in the field of order of battle information. Whether the OB is missile or ground support equipment, aircraft, armor, submarines, vehicles, rail- road rolling stock -- 1(11-7 has proven itself in an identification role. An additional benefit is in the role of structure identification and utilization. This identification is through component and sub-component design and detail.
