MEMORANDUM FOR: Assistant for Administration, NPIC
SUBJECT:
NPIC Position Paper on Providing Field
Readout Photographic Interpretation
Teams
STAT
1. Attached is a rough draft of the proposal for an
NPIC position paper on NPIC providing field readout photo-
graphic interpretation teams. Originally based upon IAD STAT
and PAG su estions it has since been twice coordinated STAT
with IAD PAG , and OPS STAT
Their fina commen s are as follows:
a. IAD - "Overall OK." With reference to
paragraph 2 - "Do not agree this is necessary.
Agreement in USIB by DIA and CIA would be just
as effective. As long as NSCID #8 authorizes
immediate reporting, why do we need to set out
the overseas facet as something unique." This,
of course, depends upon what is done to NSCID #8.
b. OPS - "Overall OK."
c. PAG - "Overall OK." With reference to
paragraph 8, "recommend the budget increase
figure include salaries, travel costs, cost of
cable traffic, costs for PI equipment and
collateral material, etc. Recommend the T/0
increase be limited to fifteen additional
positions, which will provide one team
continuously on station." These comments
depend on how you intend to play the budget
and T/0 game.

Comments of General Smith Concerning Field Readouts
In our discussion with General Smith at SAC last week he
made, among others, the following points pertaining to field
readout although not necessarily in the order presented:
1. When SAC flies a mission SAC is going to process
it and read it out.
2. There must be immediate feed-back from the
processor and PI to the operator and this can only be
achieved by SAC reading out what it flies.
3. SAC has developed a multi-header printer which
will soon give them the capability of reproducing in
short order 5 to 10 prints from the negative. This
will allow them to read out in the field and very
quickly supply principal users with duplicates.
4. In response to my questions concerning OPICS
and the current Committee meetings in Washington
pertaining to field readout Smith allowed as how he
really wasn't very interested in Washington meetings
but that he fully intended to produce an IPIR
irrespective of decisions taken here. When I pressed
him again concerning the inclusion of COMOR targets
in his IPIR and whether or not he intended to read
out against all COMOR targets he waved the question
off saying in effect that he would read out against
the targets of interest to the local command and SAC.
5. lie reiterated again and again that there
was simply no-alscussion permissable concerning SAC's
role of reading out SAC flown missions.
