SUBJECT : HPSC Preliminary Acceptance Test Plan Submitted by
REFERENCES (a) TSSG/ESD Memorandum, dtd 23 June 70

1. We want to reiterate that the "Acceptance Test" document dated
15 June submitted by is unacce table as fulfillment of the statement
of work incorporated in no
contract The document appears to be
neither a test plan nor a test procedure. To help clarify the situation
we consider a test plan to be a document meant primarily to identify
what tests, preacceptance, acceptance, etc., will be conducted when,
where and by whom. A test plan therefore does not contain the technical
detail required to render judgments from quality and engineering stand-
points, but at the very least, it should be a road map to the accomplish-
ment of the task. It is recommended that Oplace their emphasis and
efforts on test procedures, manual and automated, with attention directed
to the criticisms already presented in reference (a).
2. Regarding test instruments and procedures ESD has a rather com-
prehensive inventory of standard equipment. We believe0 to be similarly
equipped and see no reason to discuss standard equipment and methods at
the risk of further delay in test procedure formulation. It should be
noted that if any specialized test equipment has been developed by 0
or their subcontractors in the course of contract such equipment
needs identification at the earliest possible time for delivery with the
Comparator for use during the test and evaluation project. The need
for specialized equipment, if any, should be made clear in the next test
procedure forwarded for our review.
3. We feel that the contractor's engineering designers and quality
control and assurance personnel are best equipped at this time to write
the detailed test procedure because of their intimate knowledge of the
comparator design. It is recommended that the "Acceptance Test" docu-
ment be returned for revision without waiting for any further ESD input.
