GENERAL The United States treaty proposals relating to arms control and disarmament have often included inspection as a means of verifying compliance with the terms agreed upon by the signatory nations. To accomplish its field testing and study programs, the Field Operations Division, Weapons Evaluation and Control Bureau, of the United States Arms Control and Disarmament Agency (ACDA), requires a general aerial surveillance imagery interpretation support program. The following paragraphs set forth the requirements that are needed by ACDA under this support program. Ii. SCOPE Since ACDA has neither the personnel. nor facilities to perform this work, it is desirable to have the aerial surveillance imagery interpretation services provided through. CIA. This support will consist of analysis of multi--sensor imagery and expert assistance in assessing the capabilities and exploitation requirements of multi- sensors as applied to verification aspects of arms control treaty agreement. The Tasks to be performed under this project will generally include efforts in one or more areas of the multi-sensors scientific fields. The Tasks are expected to include the interpretation and measurement of various types of potential arms control targets, on classi- fied imagery, as well as the determination of optimum speci- fications for multi--sensor imagery to meet possible future arms control agreements. III. TASK ASSIGNMENTS In performing the work under this support program CIA will, through its external contractor, provide the required personnel fully qualified with formal training and experience, to perform the required tasks.
