During November, the Projects & Programs Staff conducted staff functions for TSG [including 1) administrative and support services for the Group, 2) continuous control and coordination of all TSG requirements and work orders; 3) working level liaison contact with PPBS on budget mat- ters, and 4) with PSG on production matters] and was. also involved in the following actions:- 41==Completed compilation of TSG FY 73-77 Five Year Plan package. This included editing and combining assumptions, state- ---ment-s--of--accomplishment, and program-plans;-coordinating and sum- fiarizing division contributions to the Center's-ADP Annex; and collating and extracting spread sheets of line items by object class. Copies of the total Plan package, including the prepara- tion guidelines, PPBS instructions, and Center.objectives, were given to each division and the,Chief, TSG. 2. Acted as TSG coordinator for a re-shuffle of NPIC park- ing-spaces resulting from a decision by the Executive Director, NPIC to increase the number of cars parked on the main lot. TSG gained two spaces in the exercise, but had to juggle several per- mits because a large part of the lot is now reserved for small (maximum Olength) cars. 3. Arranged and coordinated Center efforts with the Office of Training to host the CIA Research and Development Coordinating Board Conference held at NPIC on 19 November. 4. Provided the Permanent Secretary for the TSG Career Panel who prepared documentation and coordinated activities for the meeting that convened on 24 November. Required reports were submitted to the Secretary of the NPIC Career Board during the month. 5. Provided TSG representation at the NPIC Training Selec- tion Panel on 24 November. 6. During the month, 23 new requirements were routinely processed and distributed to TSG components. Another 43 require- ments were closed out, and 35 work orders for graphics, photo- graphy, publications, or ADP support were approved and co-ordinated with other NPIC components. There was further work with PPBS and PSG to develop a computer-assisted NPIC project status system. The following items of significance occurred in the TSG/APSD during November 1970: A. (c) DIAXX_4 requested high contrast reproduction samples of selected targets for distribution to several DOD components. IEB was requested to search recent missions for these targets and order high contrast reproductions as appropriate. This search was conducted and the photo lab support was completed on 26 November. (3) Photogrammetric, Statistics, and Investigations (a) NRO is developing an aircraft mounted side.looking Radar System using a modified existing SLAB. APSD/ISAB is involved in assisting other NPIC components in determining the abilities and values of the system to provide reliable metric intelligence information. (b) NPIC has the responsibility of providing the intelligence community with calibrations 25X1 prior to each launch. The calibrations include the cross track distances between scan angle marks. The APSD/ISAB in-depth'analysis of Image 25X1 Motion Compensation Equation indicates that it should be made clear to the recipients of the calibration that the cross track distances are unique to a particular set of parameters and not a constant for all frames. To aid us in this analysis two Open-Shop FORTRAN Programs were developed by APSD/ISAB. We are in the process of determining the logistics necessary to have this grid transmitted. After transmission we will be able to determine the distortion patterns and residuals. (d) Three speed letters were received from IEG/PHD requesting photogrammetric support. Two were for Model Maintenance and Modification; the other was for assistance in obtaining error estimates for a Line of Sight Problem. (1k) Densitometric, Statistics and Investigations requesting Micro-D Support. (b) ISAB/DAS continued with Phase I of the acceptance testing of various sections of the Micro-D support system. (c) Work continues on our Isodensity Technical Publication which is aimed at informing both management and NPIC Photo Interperters of the potential application of ISO-D capability available within the division, (d) Work continues on the ISO-D traces of an item at the USSR Shikhany Field Test Area. Several hundred copies of special classification forms were requested. These forms were reproduced by the PSG, Lithographic Services Branch and delivered to the OSA. 25X1 (f) In line with policy earlier approved by the COMIREX (in response to an employee suggestion by a member of APSD/OAB to preclude unnecessary reproduction of film when the photo coverage contained excessive cloud cover) action was initiated early in the month to halt stateside reproduction of I lof 5 November. COMIREX accepted the OAB recommendation, resulting in a savings in reproduction and distribution of eleven duplicates of the film record. (g) Copies of the APSD System Resolution notebook were forwarded to DD/NPIC, DD/S&T/OSA and NRO SOC. Feedback regarding the notebook indicates it has received very extensive use; and as suspected, several questions have arisen regarding the validity of the data. Emergency Maintenance Service -- The Equipment Performance Branch received 76- requests ?or Miscellaneous emergency service during, November. The problem appears to be a lack of coordination with EPB during site planning. (c) Three (3) Sanders CRT Display Units and two (2) Teletype ASR Printers have been reinstalled during November. Equipment was disconnected during renovation in IEG. (d) Preventive Maintenance has been performed by the manufacturers representative on the OMI equipment affiliated with the Bendix AP-3 Computer in ILG/PHD. 5. The test engineer witnessed the successful pre-acceptance tests at 0 on 16-17 November and the device arrived at NPIC on 25 November. A preliminary Test Procedures document has been prepared. A Target Indexing Device (TID) Implementation Team was constituted in coordination with RED, co-chaired by RED and ESD, to ensure TO support and to make recommendations after completion of the operational suitability evaluation. 7. 0`Twwin Stage 6 x 6 Comparator - Final tests for orthogonality were conducted-6 d ale unit prepared for its move to IAS for operational testing. The pro-production table failed to meet tests and opera- tional approval on both occasions. Image Definition Device - This is an Air Force developed prototype loaned to NPIC for test and evaluation of its tracking light source. The unit arrived on 23 November. in an inoperative condition. Repairs are being arranged. 12. Zoom 21EOR Filar. Eyepiece -. A test plan dated 30 November has been distributed. Arrival of the prototype is scheduled for 31 December 1970. 13. U.V. Rear Projection Viewer - This item is scheduled to arrive in January 1971. Preparation of the test plan is underway. 14. Optical Testing Contract personnel. visited NPIC on 12 November. They delivered a progress report and requested assistance in arranging visits to several testing facilities. 15. Procurement Coordination NPIC Member of the I fProcurement Coordinating Team continued coordination with community members on the Precision Enlargers and the 1540 Light Table joint procurements to affect cost reductions. 16. Target Indexing Device - The TID was delivered to NPIC on 25 November 1970. It i y being reassembled in Room 2N617 by contractor personnel. After reassembly, the device will be undergoing test and evaluation and simulated operational tests. Actual operational tests will begin upon receipt of first mission film. 2. Utility of Stereo Scanning I ]- Final reports were delivered in November and are currently being evaluated. The data in these reports will be used to evaluate the feasibility of continuing the development of the Automated Stereo Scanner. Stereocomparator E ~ - Part 1 of the Pre- acceptance Tests for Ms instrument were performed at the =plant by NPIC personnel from 17-19 November 1970. This part of the test covered the technical specifications and parameters for the I The instrument met all major specifications. Part 2, covering the operational suit- ability of the instrument, will take place in December. 5. Scan $ Search P.I. Station - Work is progressing slightly ahead of schedule on this project. Research in Mensuration Instruments - The contractor demonstrated the progress made on the Automated Pointing Task of this program. RED/TSG and PHD/IEG personnel viewed the bench setup used with imagery and were quite impressed with the results. g. 1540 Li ht Table - Engineering and operational tests were performed at the plant on several occasions during the month of November. Several a iciencies were surfaced and corrected by the contractor. The technical monitor ran additional tests on 28 and 30 November and feels that the table is technically acceptable. RED/TSG and IEG will perform operational suitability tests on the table at C on 1 December 1970. 9. 8" x 10" Camera II - A Weiser-Robodyne 8" by 10" Polaroid Camera was obtained from the manufacturer for NPIC evaluation from 2-6 November 1970. 10. Heat Processor - A new roprietary heat processor has been obtained on loan from thel This will be evaluated throughout the Center for use with Heat-Processed Diazo and daylight dry silver materials. 11. Calibration Device Phase 1 of the development of a calibra- tion device for the has been completed and the experimental proto- type shows definite promise. Paper work is in progress for the approval of Phase 2 to fabricate the actual prototype device. 12. Sensitometric Processor - visited SPPF, Westover Air Force Base, to witness the acceptance tests of the 0 Sensito- meter Processor purchased by the Air Force. As a result of this visit, the specifications of the NPIC sensitometric processor were defined and an agreement reached with to build its processor for a total cost of 13. Unconventional Film Testing I I visited NPIC to discuss a contract for testing unconventional films. is well equipped in this area, and has tested several un- conventional films for laser recording systems. Color Training Program I I - Agency TS clearances were granted personnel during the reporting period. Plans are underway to begin an extensive Center familiarization program for them in support of the color training contract. A memorandum speci- fying the nature and extent of the support has been sent to all Group Chiefs. 16. Program Review 1+~ - A three-day NPIC Consultants' Panel program review was held in Seattle. Results from the FY-69/70 program were evaluated. The FY-71 program was reviewed and modified, as appropriate. 17. Advanced PI Viewer Development I - Contractor repre- sentatives held extensive discussions with (NPIC optics consultant), as well as with ATB/RED and I personnel, regarding the development of an advanced PI viewer. 18. UV Exposure Criteria Evaluation ~~- That portion of the Human Engineering Design Guide (HEDG) concerning recommended ex- posure levels to ultraviolet radiation has been submitted to OMS for review and evaluation. Distribution of the revised HEDG is delayed pending receipt of the evaluation. 19. OSI - NPIC Stereo Acuity Research Program - Life Sciences Division/OSI, an HFS/RED, have completed preliminary plans to conduct an experiment to assess the in- fluence of age and experience as a microscopist on stereo acuity. The experiment, for master's thesis in human factors at Catholic University, also satisfies an NPIC vision testing program requirement. The study will employ Center photointerpreters as well as new non-PI Agency employees. In addition, the laser optometer developed by r (NPIC human factors consultant) will be used to assess the refractive state of the observers' eyes. The stereo acuity test developed by ersonnel will constitute the visual stimulus, the first time i. will ave been used on Center PI's. 20. Contact Lens Evaluation - and II personnel developed a program to evaluate the tease i ity of a large scale contact lens prescription program for PI's who will use the Wide-Field Stereo Viewer. 21. Image Manipulation Research Laboratory - The Scanner and display components have been installed in Room 4N807. Detailed- testing is in progress and will be completed in January 1971. Ex- periments will be performed in conjunction with the OCS computer. 23. Digital Image Manipulation (DIM) - This contract with Scripps Visibility Laboratory ends in November. The information extraction experiments met their objectives. Results on the manipu- lation of operational imagery have not been received, but should be promising enough to justify another year of support. The final report will include a detailed historical summary of the entire five-year project. 24. Herd Criterion - "delivered data showing the effects of the Herd Criterion on one-dimensional, edge trace data; the results are promising. Ipersonnel are working on two-dimensional image data. The contract will be completed 31 December 1970. 25. Power Spectral Density, Quality Measure I ~- The initial tests of the ability of this technique to ran imagery in the same order of quality as human observers were very successful. The MIP set was ranked properly except for one image, and the TID selected the best focus image out of 30, each varying by 0.0005". Final experi- ments are underway. The contract will be completed in December 1970. 26. Optical Image Manipulation (OIM) - This project.has entered the operational imagery test phase. For the first time, imagery with resolution values of greater than 125 1/mm has been visibly improved experimentally. This, with is ahead of schedule. A proposal for a laboratory feasibility test to retrieve information from overexposed film was received from Tech- nical Operations. It is being evaluated. b..
