SUBJECT: Projects & Programs Staff Monthly Report - June 1970
A. During June, the Projects & Programs Staff conducted staff
functions for TSG including, (1) administrative, (2) daily repre-
sentations to the Production Management Board, (3) working level
liaison contact with PPBS on budget matters, and (4) with PSG on
production matter and also carried out the following additional
actions.

1. PPS completed the TSG FY-1971 Operating Budget Review
and FY-1972 Office Estimates. This project included review and
consolidation of TSG Division inputs at the PPS level, presenta-
tion for review by Chief, TSG and revisions as a result of Chief,
TSG review. The completed documents were presented to PPBS on
schedule for review at that level. Written response, coordinated
with TSG Divisions, was provided PPBS in the course of their
review in preparation for presentation to the Executive Director.
2. Review TSG Division papers on the subject of readiness
for the new system and prepared a consolidated status report
covering the major problems for Deputy Chief, TSG in response to
a request from PPBS.
3. Attended three-day conference at
1-3 June. Recommendations of the conference were turned
over to the Chief, TSG.
4. Began the groundwork for the 8th consecutive edition of
the NPIC Equipment Summary. IEG and PSG will contribute items to
the publication.
5. Coordinated a number of briefings and tours which included
IEG and AID employees, and helped arrange for more than 70 TSG
personnel to receive orientation in IEG.
6. Prepared documentation and coordinated activities for
the TSG Career Panel; the second and third Panel meetings were
held on 6 June and 15 June.

final changes to the 1969 distribution list at the 19 August
1970 EXPAND meeting.

clarifying classification and control considerations.

1. Noteworthy Events -- June 1970
a. Project Activity
1) High Precision Stereocomparator - An Acceptance Test Plan
prepared by the manufacturer was received for coordination. The
Test and Evaluation Branch (TEB) reviewed the document and
responded with written suggestions for including detailed test
procedures as required by the contract.
2) Digitized Measuring Light Table - This prototype is still
in the TO cycle. Another electric failure occurred just as it
was about to be moved for operational suitability testing.
3) Wide Field Filar Eyepiece - This prototype has completed its
route through TEB and three divisions for operational evaluation.
The TO report is in process.
4) Model 1540-Light Table Prototypes - TO reports are in process.
5) Retrofit Film Transport Kit - A Test Plan has been distributed
and a Test Procedures document prepared.
6) Light Table Brightness Survey - A final report on this project
has been prepared by This project consisted
of 8 surveys of 50 operational light tables within IEG. This survey
was the first of its type to be conducted at NPIC. The results are
of sufficient value to the RED light table development program and to
IEG operational procedures to warrant consideration of additional
surveys of this type for other equipments. Unfortunately, both man-
power and time limitations have precluded such additional activity
to date.
7) "Green" Light Table Test - A HIM-47B table has been operating
continuously at maximum intensity for 2300 hours. Its luminance has
decreased from 2850 to 1700 footlamberts. No green coloration has
appeared.

8) Emergency Service - The Equipment Performance Branch
received 90 requests for emergency service during June. They
were divided as follows: DIA 30, PSG 29, IEG 27, TSG 2, SPAD 1,
IAS 1.
9) Preventive Maintenance - A total of 426 instruments were
serviced during June, divided as follows: IEG 308, DIA 99, PSG 11,
SPAD 5, TSG 2, IAS 1. For comparison, the total numbers serviced
last June was 71 and the number serviced last December was 220.
10) Modification, Design and Fabrication - Ten jobs performed
in this category included improveme is on microstereoscopes,
light tables, the Photo Labs Camera, a PSG World Globe
and design and fabrication o a storage rack for circuit boards
for the II Display System.
11) Dual Screen Measuring Projector - EPB has issued repeated
warnings that the counting system on this operational
item was deteriorating. During the Q quarterly maintenance
visit this month it was found that the x-axis counting system had
failed. PBD is presently awaiting a proposal from Q for a new
measuring system.
12) Univac Communications Cabinets - The last three cabinets
have been moved to the first floor corn uter area. Through the
combined efforts of I I remote stations through-
out re operation during normal duty hours.
13) Full Space Files System - On June 15, EPB personnel met
with representatives of the Full Space Files System to discuss
maintenance, warranty, and replacement parts. EPB will be avail-
able for assistance during a one year warranty period, and will
assume full maintenance responsibility when the warranty expires.
14) Modification of Zoom 240 Pods -
0 representative in Washington, informed his company that the
IEG Zoom 240 pods that will be modified to provide image rotation
are in excellent shape due to the maintenance provided by EPB. On
the basis of his statement agreed to reduce the
price for modification by Iper pod since none of them would
require refurbishing. For 231 instruments the savings realized

15) Dual Viewing Microstereoscopes - Three of the last five ,
Dual-Viewing Microstereoscopes delivered by I _J had
a severe difference in color between optical trains and operator
stations "A" and "B". I added color correction
filters to make the instruments acceptable. For details refer
to Memorandum For the Record NPIC/TSSG/ESD/EPB-20-70, dated
25 June 1970.
16) Light Table Oil Leaks - The has completed
modification of liquid cooled MTM-45 and MIM- 7 light tables for
correction of an oil leakage problem.

been submitted for contractual assistance in preparing detailed
procedures for testing direct viewing optical instruments.

and all electronic subsystems have been checked out. The optical
system has been tested and is meeting specifications. The built-
in diagnostic system for troubleshooting is now operational and
is actually being used by the contractor in final assembly of the

3. ITproved Rear-Projection Screens -
The small sample of a 0 experimental, lenticular screen
was examined and tested by RED and ESD personnel. Preliminary re-
sults indicated that the transmittance of the lenticular material
is approximately 100% more than the standard, wide-angle Polacoat
LS-60 screen and 30% more than the Polacoat LS-75 narrow-angle,
highly=directional screen. The lenticular material, however, has
some undesirable color. A follow-on program is being prepared to:
(1) eliminate the color, and (2) fabricate a large lenticular screen
which would be usable in the Scan $ Search P.I. Station.
4. Automated Stereo Scanner -
Technical coordination sessions between have
been completed. is now performing an inventory o all the

project is currently in a stop-work status. Completion will

analysis is continuing. However, sufficient information has been
obtained to indicate that most of the contaminates come from the
silicones used in the table. Repeated analyses of the oil from
the test table indicates that there is a buildup of contaminates
with time and that this correlates with a definite drop in light
intensity. An interim recommendation would be to drain every table
after a few hundred hours of operation, then flush and refill.

physiological effects of ultraviolet radiation on the visual
system. It was concluded that the quantities and the character-
istics of liV radiation detected in the lI high intensity
light table were not cause for concern.
12. PI Training Package
Evaluation and validation of the PI training package on
Medium Tanks--developed under the FY-1970 0 Imagery Inter-
pretation Research Program--revealed a substantial improvement
in target recognition and identification after training.

7. Aquiline project activity continued at a good pace during the
reporting. Liaison, support, and technical advice included production
of a large rectified photomosaic from. KH material at an approximate
scale of 1:135,000 and later five photographs of selected adjacent area
within the mosaic at an approximate scale of 1:50,000. Contact prints
and lOX, 20X, and 1I.OX prints were made from O.N. test material for
briefing purposes. Evaluation and additional footage of movie film
was provided in connection with this project.
