i. We are very much interested in hiring II His previous
association with us was very acceptable. However) as you are aware,
we have a severe T.O. problem, Hiring II at a GSS-08 would force
us to encumber a badly needed GS-12 slot. a consequence, it is not
practical for us to do so at this ti-e.
2. I have discussed this problem with J. However, no
conclusions were forthcoming from our conversation. ssentially, we
cannot move in this area until we obtain some clarification on the
relationship of these co-ops to our T..O. This is a problem we should
tackle now since it is not the first nor the last time that this situa-
tion will occur and therefore highlights a major weakness in our current
co-op program. Please let me know if I can be of further assistance.
