Dear Admiral Bennett: As chairman of the Working Party for Coordination and Stand- ardisation of intelligence Ground Photographic Procedures and Techniques, it is a pleasure to extend an invitation for the participation of your command in the activities of this group. The Working Party is formed under the Photographic Surveys Section, Joint intelligence Group, Joint Chiefs of Staff. A copy of the terns of reference which guide the Working Party's activities is attached hereto for your information. The group was forned informally sone two years ago in recognition of a need for interservice liaison on all natters pertaining to Ground Photography in Intelligence. I, and Itm certain all of the other counittee participants, feel that we have made real gains from this liaison. We have benefited from, the exehange of information arising from the formal meetings. We have benefited, in sone instances, from an elimination of duplication of research effort and we have been able to provide guidance and assistance to the individual mashers faced with problems of techniques, training, or material. Beyond these Obvious gains, 1 feel that we have nude a real, though less measurable, gain in the free liaison which now exists at the operating level between the organisations presently represented on the Working Party. The Working Party holds formal neetings at approximately six-week intervals. The majority of these meetings are held in the Washington area; the beams are held at Naval, Hilitary, and Air Force stations engaged in efforts of interest to the group. The most recent nesting was held at the Navy Training Device Center, Port Washington, N.Y. The meeting was a most profitable one and the neWbership was impressed by demonstration's of the Center's work in model naking, special photo- graphic emulsions, minimum cost sound motion pictures, as well as a wide variety of other efforts pertinent to the scope of the group's interest. Mr. Eugene Nowicki of the Training Device Center has partic- ipated in two earlier meetings and has been a welcome addition to the group. His c,ntinued participation would be of benefit to all concerned. In addition to Ni. Nowidki? I shall be pleased to welcome such other meMbers of your command as you might assign to participate. I sincerely hope that your command will be Able to participate in this activity.
