1. Operating under the authority established in its
charter, the Joint Working Party on Ground Intelligence
Photography has functioned as a vehicle for close liaison
and informal coordination between those persons of the
defense community who may properly have an interest in
intelligence ground photographic collection and exploitation.
Under this concept the Working Party has not undertaken
the execution of formal projects. The Working Party has
Instead noted the initiation of developmental and research
projects by the interested service or agency; has, through
liaison and coordination, attempted to make required perti-
nent knowledge accessible to the developmental or research
worker, and has, through intermittent project briefings, kept
other interested organizations aware of project progress.
2. The Working Party has, in addition, through the
selection of meeting sites, kept its membership abreast
of the physical plants and manpower situation of its
membership. Meetings are generally scheduled on an alter-
nating basis with a meeting In the Washington area follow-
ed by a meeting at either an appropriate service installation
or at the facility of a research or manufacturing group
working in the field of photographic intelligence.
3. While the Working Party's charter makes no mention
of aerial photographic reconnaissance the fact remains
that almost the entire membership is engaged in some aspect
of this field and we consequently have included an exchange
of information in this field as a part of our function.
Such an exchange has been a secondary activity and has been

continued to those aspects of aerial reconnaissance that
affect the ground photographic worker.
4. In view of the statements set forth in paragraphs
1 and 2, it is apparent that the Working Party will be
unable to prepare the requested summary of projects. In
lieu thereof, there is attached hereto (ATT-2) a listing
of activities undertaken during 1939, prepared to include
meetings by date and place, subjects presented and discussed
and a listing of participating members for the reporting
period. We shall, of course, attend the 18 Dec 1959 meeting
prepared to present such additional information as may be
desired.
