1. The mission of :plc does not include any responsibility for the
d've pment of colleetion reqairemen's by overhead reconnatsance efforts.
Such reeponsibility falls to each OSIE meMber agency represented on COMM
per DCID NO, 2/7, dated 9 Augast 1960.
2. Although the foregoing wad, sppear to restrict NFIC from

receive the results thereof to assist us it the direction of our exploitation
