PURPOSE 1. To provide the several departments/agencies of the Intelli- gence Community with selected portions of the NPIC target briefs. II. BACKGROUND 2. The target briefs are primarily designed as a working tool for the photo-interpreter. 3. When the target brief program was initiated the Army, Navy and CIA contributions were based on the understanding that their submissions would not be released from NPIC since many were debatable items based on questionable data. 4. No attempt was made to isolate the various submissions or to identify them as to source. 5. It is possible to isolate TALENT. SENSIBT and TALENT-KEYHOLE data, and the COR requirements. III. PROPOSAL 6. NPIC will not up-date these target, briefs but will continue to provide the USAF and Navy with a duplicate deck of IBM cards used in preparing each MCI on the USSR. IV. PRODUCTION FACTS BEARING ON PROPOSAL 8. To produce a single (4-part) IBM tabulation would require about 50 man-machine hours. 9. TO produce a single deck of IBM cards would require about 75 man-machine hours; each additional deck; about 30 man-machine hours. V. RECOMMENDATION lu.
