SUBJECT: Reporting and Review of Research Activity
in the Intelligence Directorate
1. A review of the results of the first DDI Quarterly
Research Report has made it apparent that a modification of
the guidelines is needed in order to make the task of compiling
the data more manageable.
. 2. The purposes of the program remain unchanged.
They are:
a. to permit centralized review of
research by appropriate officers in the
Intelligence Directorate.
b. to provide a consolidated record
of research activity in progress.
3. In view of the large number and wide diversity of
research underway in the Directorate at any given time, however,
it is essential to devise categories of research projects to provide
a more clear and meaningful overview of the Directorate's research
program. To this end, research in the Directorate will be cate-
gorized first in terms of the major regional areas already in use.
Each regional listing will be divided into three categories of
research projects.
. Category A: Basic Research will include Projects
performed under continuing obligations or to provide
basic reference materials. Examples are NIS and NIE
contributions, country handbooks, factbooks, geographic
research memoranda, biographic handbooks and memoranda,
CRS reference aids,

Category B: Experimental Research will include
all. research activities intended to improve research,
analysis, or reporting capabilities in the Directorate.
Such projects may be methodological or developmental
in nature; examples are economic model' building and
ADP experimental programs. This category will also
include all research unlikely to result in a publication.
Category C: Research and Analysis will include
all other research projects without regard to length
of .time in process, or the mix of research and analysis.
4. Publications and projects should be omitted from the
research inventory if they are primarily reportorial, are prepared
for daily intelligence publications, or require a relatively small
amount of new, investigation or review. Since research is ulti-
mately in the eye of the beholder, individual judgment will have
to be the final determinant of where to draw this line between
reportorial and research projects. However, bringing a previous
report up to date or reporting on a current situation on which the
background has been fully covered in finished publications would
not tend to fall into the research category.
5. Office research activity reports should include projects
underway or likely to be initiated within three months. Individual
listings should follow the same format used in the initial research
report. Research activity reports should also list projects
completed or terminated since submission of the previous report,
identifying the publication format or reason for termination.
6. Consistent with past practice, as individual projects
come within two months of publication, they should also be listed
on weekly office production reports.
7. Office research activity reports will continue to be
submitted to the O/DDI in two copies on a quarterly basis. The
next submission should be made by 15 August 1970. Subsequent
submissions should be made quarterly on the 15th of November,
February and May.. -
