The following plan has been instituted as the most feasible to accomplish a thorough search of Cotmanist China for SS4 Sites and related activity: ? a. Personnel - 20 NPIC PI's, 3 IAS PI's, and 3 DIAPP-9 PI's. All--support-type (e.g. Collateral Analysts, Film Handlers, etc.) will be provided by NPIC. of NPIC is Team Leader. b. Working Space - Special rooms will be provided in lEG, NPIC. c. Overtime - It is anticipated that the only overtime involved wee two Saturdays. d. Copletion Date - 17 April 1970. e. Starting Date - 0830, 2 April 1970 f. Work Objective - The PI's have been instructed to search for any ev ce urface-to-surface missile activity in China. Primary emphasis will be on an exhaustive search for deployed missiles, missile related activity and new missile pads. Work Outline - Divide Communist China into WAC areas prioritized in orUthose most likely for SSA deployment. Starting with the most recent hotography thoroughly search each WAC area. _ work back through the available coverage to the most recent clear photography of sufficient interpretability to reveal possible SSM activity. (Older duplicative photography, including U-2 coverage, will not be searched if more current photography shows the real estate with sufficient clarity to rule out suspect Ste{ activity.) The search is not to be delayed by the finding of other new items of intelligence value. Reporting Search Results - Except for making a significant SSM wFiic wou Te properly reported iimediately, the results of the search will be published in the form of an annotated and color coded China map. 2. This basic plan, and the number of personnel involved, was determined to be the most efficient from the standpoint of Search Team management, film availability, and the highest degree of confidence in the results. It is subject to change depending on the progress of the search and any factors which could enhance the level of confidence in the results. For example, it may be desirable to add additional personnel to study built-up areas in greater depth, or to have these same areas studied by several different PI's. 3.
