1. This memorandum requests approval for the commitment of
funds for an R i D contract. The specific request is stated in
paragraph 7.
2. Reproduction of original negative materials by the pro-
cessing contractor is performed using established photo science
and photo interpretation criteria (objective and subjective).
Procedures are required to effectively evaluate and monitor the
reproductions for adherence to specifications and also to insure
that the reproductions are optimum for use by photo interpreters
during the various exploitation phases. Voluminous nriounts of
reproductions also require automated techniques for this important
function. The APSD requires expert assistance in this area to
insure the most efficient expenditure of manpower resources and to
maintain state-of-the-art techniques in performing the function.
The subject contract would provide the necessary expertise with
as the contractor.
3. a. The proposed contract will assist the Center in the
following areas:
(1) The handbook will provide a system for evaluating
reproductions for compliance with currently approved product
specifications.
(2) Evaluation data from the designed system, after
implementation by the Center, will be utilized in the
improvement of specifications and formulation of require-
ments for advanced reproduction technology and materials.
(3) Quantitative analysis of the photo reproductions
.will lead to a more meaningful relationship between photo
interpretation quality and camera system performance.
b. The designed system will be documented in the form of
a handbook on Duplicate Production Evaluation. The handbook

will consist of flow charts, technical and analytical data,
descriptive material and a reco;:,,;:ended impic:,uentation schedule.
State-of-the-art technology will be utilized to the maximum
extent in for,:_ulation of the system.
c. The designed system will be suitable for implementation
in the Center with complete delivery of the handbook in twelve
months. Expertise of the contractor is such that a minimum
of consultation with Center personnel will be required. This
is based on 0 personnel performance in forimulating the
"Original Negative Evaluation Handbook" which was prepared under
contrac Task Order #2, and completed in Decc:iber 1969.
This is currently in the process of being implemented by the
Center.

4. has been selected for this follow-on effort
because of their performance on the Original Negative Evaluation Hand-
book, expertise in the field of photo science, and intimate knowledge
of system performance evaluation in the Center and other govern: rental

agencies. The price of the contract is within the programmed 25X1

efficient means for the Center to monitor and evaluate in-coming
products. This in turn provides the exploiters with the best products
possible for use in photo interpretation. Follow-on action will be
a continuation of the program to procure systems for more effective
evaluation, i.e., evaluation of color imagery.
