2. In Fiscal Year 1969, NPIC contracted with the

funds for a contract. The specific request is stated in Paragraph 6.

parator under a Fixed Price Contract in the amount o The
instrument has subsequently been built, delivered to NPIC, and has now
undergone a thorough test and evaluation.
3. As the result of this formal engineering test and evaluation,
and a limited operational evaluation by IAS and PIM personnel, it was
determined that by replacing the present joystick operation with hand-
wheels for fine positioning, greater pointing accuracy could be attained.
The present joystick a.tion will be retained because it is advantageous
for both medium and coarse rapid movement of the film stages. Addi-
tionally, the contractor was asked to propose on a thin set of pressure
platen hold down plates and a minor modification of the optical viewing
system, in order to improve the precision of both the focus and the
optical alignment. The technical risk involved in these modifications
is minimal.
4. was selected as a sole source for this
modification because they built the subject instrument under the
original contract and they are the only company qualified to perform
the necessary changes. These proposed modifications have been coordinated
with ESD/TSSG and with IAS. IAB will be the eventual recipient of the
prototype instrument and is desirous of the changes. The modifications
will be made a part of any follow-on production procurement resulting
from successful operational use of the prototype.
